1960-1990年代韩国科技政策转型研究

【摘要】:韩国国土面积仅有10.02万Km2,不到山东省面积(15.71万Km2)的2/3,与我国浙江省的面积(10.2万Km2)大致相当。就是在这样一个狭小的地域上,韩国自1950年代中期,经过60多年的发展,由一个落后的农业国,逐步发展成为当今世界科技经济强国。在以现代科技为主导很多领域远远走在了世界的前列,其电子产品、汽车制造、船舶工业享誉世界,成为亚洲乃至世界科技和经济强国,其巨大成功被称为“汉江奇迹”。 韩国在短短几十年内取得如此巨大的经济、科技成就,关键的是立足发展实际,实施“科技立国”战略,制定行之有效的科技政策,大力培养科技创新能力,走出了一条了“技术引进—复制模仿—创造模仿—自主创新”的跨越式发展道路,实现了从“模仿到自主创新”的跨越式发展,迈入世界科技强国经济强国之列。 全面考察韩国科技政策发展过程,客观、理性看待韩国科技政策的转型,探究转型中科技政策发展之特点,分析转型要素,洞察科技政策发展中存在的不足。结合本国科技和经济发展实际,既立足现代又放眼长远,全面学习科技政策发展中成功经验,剖析存在问题和不足。对加快我国科技体制改革,健全科技政策运行机制,建设科技强国等方面具有有着重要的学习价值和现实意义。 论文主要分以下几部分: 1.引言部分:包括问题的提出和意义;国内外研究的现状;研究内容、方法;创新和不足;相关概念界定及其关系。 2.韩国科技政策转型过程 3.韩国科技政策转型特点:政府主导作用;凸显创新特征;稳定性、动态性和针对性统一;注重与外部发展环境相协调。 4.韩国科技政策转型的要素分析:环境因素;内生动力;助推策略。 5.韩国科技政策转型带来的思考:科技政策发展存在的问题;转型带来的思考。
[Abstract]:South Korea has an area of only 100200 Km2, less than 2 / 3 of the area of Shandong Province (157100 Km2), which is roughly equivalent to the area of Zhejiang Province (102000 Km2). It is in such a narrow area, South Korea since the mid-1950s, after more than 60 years of development, from a backward agricultural country, gradually developed into the world's scientific and technological economic power. In many fields dominated by modern science and technology, it is far ahead of the world. Its electronic products, automobile manufacturing and shipbuilding industry enjoy a worldwide reputation and become a scientific, technological and economic power in Asia and even in the world. Its great success is called the "Hanjiang Miracle". In just a few decades, South Korea has made such huge economic and scientific achievements, the key is to base itself on the reality of development, to implement the strategy of "building a nation through science and technology," to formulate effective scientific and technological policies, and to vigorously cultivate the ability of scientific and technological innovation. It has made a leap-forward development path of "technology introduction, copy imitation, creation imitation and independent innovation", realized the leap-forward development from "imitation to independent innovation", and stepped into the list of powerful economic powers in science and technology in the world. This paper investigates the development process of Korean science and technology policy, objectively and rationally views the transformation of Korean science and technology policy, probes into the characteristics of the development of science and technology policy in the transition, analyzes the elements of the transformation, and makes insight into the shortcomings in the development of science and technology policy. Combining with the reality of science and technology and economic development in our country, we should study the successful experience in the development of science and technology policy in an all-round way, and analyze the existing problems and shortcomings. It has important learning value and practical significance for speeding up the reform of science and technology system, perfecting the operating mechanism of science and technology policy, and building a powerful country of science and technology. The paper is divided into the following parts: 1. Introduction: including the question and significance; the current situation of domestic and foreign research; research content, methods, innovation and insufficiency; Definition of relevant Concepts and their relationship. 2. Process of Science and Technology Policy Transformation in Korea 3. South Korea science and technology policy transition characteristics: government leading role; highlight innovation characteristics; stability, dynamic and targeted unity; focus on external development environment coordination. 4. Analysis of factors in the Transformation of South Korea's Science and Technology Policy: environmental factors; Endogenous motive Force; Promotion Strategy. 5. Thinking brought about by the Transformation of Korean Science and Technology Policy: the problems existing in the Development of Science and Technology Policy; the thinking brought about by the Transformation.
