坚持“三位一体”安排金融对外开放顺序

【摘要】：金融业改革开放的顺序历来是理论界争论的焦点问题之一。对于一国而言,若想在获取开放收益的同时将金融风险控制在可以承受的范围内,必须选择一条合理的开放路径,有次序、渐进地推行金融开放。在这一问题上,由于国情不同,我国并无既定模式可循。鉴于此,本文提出应"合理安排开放顺序",即围绕服务实体经济、防范金融风险、深化金融改革"三位一体"的金融工作主题,积极稳妥地推动金融对外开放。具体而言,一是要坚持金融开放服务实体经济;二是要坚持在有效防范风险的前提下不断扩大金融开放;三是要坚持扩大开放与深化改革双轮驱动。
[Abstract]:The order of financial reform and opening up has always been one of the focal points in the theoretical circle. For a country, if we want to control the financial risk in the range of affordability, we must choose a reasonable open path and carry out the financial opening step by step. On this issue, due to different national conditions, China has no established model to follow. In view of this, this paper puts forward that "reasonable arrangement of opening order" should be put forward, that is, focusing on the theme of serving the real economy, preventing financial risks, deepening the "trinity" of financial reform, and actively and steadily promoting the financial opening to the outside world. Specifically, it is necessary to adhere to the financial opening to serve the real economy; second, to adhere to the premise of effective risk prevention to expand the financial opening; third, to adhere to the expansion of the opening and deepening the reform of the dual wheel drive.
