山西省人才结构对产业结构的支撑力研究

【摘要】:知识经济时代,人才结构优化是产业结构调整的核心支撑力。山西省作为我国重要的能源供应基地,其产业结构由于过度依赖煤炭资源的开发出现了不均衡、不合理的问题,因而影响到经济社会的可持续发展。2012年9月,《山西省转型综合配套改革试验总体方案》提出将产业结构的优化升级作为转型发展的重点。然而,山西省人才工作会议指出现有的人才结构难以适应产业升级和转型发展的要求,今后的人才工作要为转型跨越发展提供有力支撑。因此,研究山西省人才结构对产业结构的支撑力有助于了解以往人才结构对产业结构的作用机制和存在的问题,从而能够有针对性地制定本省人才发展规划,以便有效地推动产业结构调整和经济转型发展。 本文在梳理国内外研究现状的基础上,依托人才结构、人才结构调整、产业结构演进和产业结构调整等理论,运用文献研究、因子分析和回归分析等方法进行如下研究:(1)在人才结构和产业结构影响因素分析的基础之上,从产业结构决定人才结构和人才结构支撑产业结构两方面详细阐述人才结构与产业结构的相互作用机理;(2)从年龄结构、学历结构、产业结构和城乡结构分析山西省人才结构的基本情况,从合理化、高级化、生态化三方面分析山西省产业结构的基本状况;(3)依据评价指标体系构建原则,并结合山西省经济发展特色,分别构建山西省人才结构和产业结构评价指标体系,运用因子分析法提取出各自的主成分,进而通过回归模型研究山西省人才结构各主成分对产业结构各方面支撑作用的方向和强度;(4)针对实证分析结果,从加强人才投入力度、提升人才质量水平、优化人才产业配置和提高人才产出效能入手给出加强人才结构对产业结构支撑作用的政策建议。 本文的主要结论:(1)山西省人才结构的内部主要构成成分按其贡献度大小依次是:人才投入与产出结构、人才产业与学历结构;山西省产业结构的内部主要构成成分按其贡献度大小依次是:产业结构合理化、产业结构高级化。(2)2000-2011年山西省人才结构对产业结构产生了很大的正向支撑力,具体来说,人才结构对产业结构的合理化发挥了极大的正向支撑作用,而对产业结构的高级化起到了不显著的负向支撑作用。 本文运用因子分析法分别明晰人才结构和产业结构的内部主要构成成分,进而对两者的关系进行研究,既能从整体上又能从内部具体构成来把握人才结构对产业结构支撑作用的方向和大小,这种研究方法能够弥补已有关于两者关系研究存在的片面性、模糊性缺陷,是本文的创新之处。此外,人才结构与产业结构互动机理的系统分析,有助于深入理解两者的相互作用关系;针对山西省进行实证研究,有利于山西省更好地进行人才规划,从而促进产业转型发展。
[Abstract]:In the era of knowledge economy, talent structure optimization is the core support of industrial structure adjustment. As an important energy supply base in our country, Shanxi Province's industrial structure is unbalanced and unreasonable due to its excessive dependence on coal resources. In September, 2012, the overall Plan of Comprehensive Reform of Shanxi Province proposed that the optimization and upgrading of industrial structure should be regarded as the key point of the transformation and development. However, the talent work conference of Shanxi Province points out that the existing talent structure is difficult to adapt to the requirements of industrial upgrading and transformation and development, and the talent work in the future should provide strong support for the transition and leapfrogging development. Therefore, studying the support of talent structure to industrial structure in Shanxi Province is helpful to understand the function mechanism and existing problems of talent structure on industrial structure in the past, so as to formulate the talent development plan of our province in a targeted way. In order to effectively promote industrial restructuring and economic transformation and development. On the basis of combing the current research situation at home and abroad and relying on the theories of talent structure, talent structure adjustment, industrial structure evolution and industrial structure adjustment, this paper applies literature research. The methods of factor analysis and regression analysis are as follows: (1) on the basis of the analysis of the influencing factors of talent structure and industrial structure, The interaction mechanism between the talent structure and the industrial structure is expounded in detail from the two aspects of the industrial structure determining the talent structure and the talent structure supporting the industrial structure. (2) from the age structure, the educational background structure, Industrial structure and urban and rural structure analysis of the basic situation of talent structure in Shanxi Province, from the rationalization, upgrading, ecological analysis of the basic situation of the industrial structure of Shanxi Province; (3) according to the evaluation index system construction principles, Combined with the characteristics of Shanxi's economic development, the evaluation index system of talent structure and industrial structure of Shanxi Province is constructed, and their principal components are extracted by factor analysis. Then through the regression model to study the direction and intensity of the main components of the talent structure in Shanxi Province to support all aspects of industrial structure; (4) according to the results of empirical analysis, from the strengthening of talent investment, improve the quality of talent, To optimize the industrial allocation of talents and improve the efficiency of talent output, this paper gives some policy suggestions on strengthening the supporting role of talent structure to industrial structure. The main conclusions of this paper are as follows: (1) the main components of the talent structure of Shanxi Province are: the structure of talent input and output, the structure of talent industry and educational background according to its contribution degree; The main components of the industrial structure of Shanxi Province are the rationalization of the industrial structure and the upgrading of the industrial structure according to its contribution degree. (2) the talent structure of Shanxi Province produced a great positive support to the industrial structure from 2000 to 2011. Talent structure plays a great positive supporting role in the rationalization of industrial structure, while it plays an insignificant negative supporting role in the upgrading of industrial structure. In this paper, factor analysis method is used to clarify the internal components of talent structure and industrial structure, and then to study the relationship between the two. As a whole, it can grasp the direction and magnitude of the supporting role of talent structure to industrial structure from both the whole and the internal structure. This research method can make up for the one-sidedness and fuzziness of the existing research on the relationship between the two. Is the innovation of this article. In addition, the systematic analysis of the interaction mechanism between talent structure and industrial structure is helpful to understand the interaction between the two, and to carry out empirical research on Shanxi Province, which is conducive to better talent planning in Shanxi Province. So as to promote industrial transformation and development.
