长江经济带建设下重庆产业结构调整优化研究

【摘要】：长江经济带横贯我国腹心地带,是当下综合实力最强、战略支撑作用最大的高密度经济走廊,拥有得天独厚的自然条件,经济腹地广阔,也是我国最重要的工业走廊。在国家及各省市制定正确的发展计划及政策引导下,长江经济带将以黄金水道为依托,在上海、武汉、重庆等超大中心城市的引领支撑下,带动沿江各地区经济发展,将长江经济带打造成为具有全球影响力的内河经济带。经济发展的核心是产业的发展,产业结构变动与经济增长之间呈现出相辅相成的依赖关系。一个地区经济的发展始终伴随着产业结构的调整优化,区域经济的发展在国民经济发展中占有重要的地位,产业结构的优劣是衡量区域经济发展水平的重要标志。重庆作为长江黄金水道上游地区的经济中心,直辖以后尽管获得了长足发展,但仍有很多问题存在,产业结构方面如自身产业重复建设,各区县产业发展差距显著、环境承载压力大等一系列问题。本文立足于区域经济学、产业经济学的理论,在吸收国内外关于产业结构研究的丰富成果上,以重庆市为研究对象,融定性分析与定量分析于一体,全面系统地分析了在长江经济带建设的背景下,重庆产业结构的现状,问题、机遇与挑战,并根据分析的结果针对性地提出重庆市产业结构调整优化的对策建议。首先对长江经济带的提出、战略部署以及意义进行阐述。然后则对重庆市经济概况和产业结构现状进行描述,在对重庆经济与产业结构整体认识的基础上,将重庆市与长江经济带其他地区的产业结构从合理化、高度化、专业化以及产业结构效应等四大方面进行比较评价分析,评价分析中用到的方法有标准结构比较法、泰尔指数、产业结构水平系数、偏离份额分析法以及区位熵,通过现状描述以及评价分析,找出重庆产业结构存在的问题,并结合长江经济带建设战略、现状以及评价结果补充分析重庆产业结构调整优化的优劣势以及面临的机遇与挑战。最后从宏观层面出发基于长江经济带建设的背景提出调整优化的对策建议。
[Abstract]:The Yangtze River economic belt crosses the heartland of our country and is a high-density economic corridor with the strongest comprehensive strength and the greatest strategic support. It has unique natural conditions and vast economic hinterland. It is also the most important industrial corridor in our country. Under the guidance of correct development plans and policies formulated by the state and provinces and cities, the Yangtze River Economic Belt will take the golden waterway as the basis, with the leading support of Shanghai, Wuhan, Chongqing and other mega-central cities, to promote the economic development of all regions along the Yangtze River. The Yangtze River economic belt will become a global influence of the inland river economic belt. The core of economic development is the development of industry. The development of regional economy is always accompanied by the adjustment and optimization of industrial structure. The development of regional economy plays an important role in the development of national economy. The quality of industrial structure is an important symbol to measure the level of regional economic development. Chongqing, as the economic center of the upper reaches of the golden waterway of the Yangtze River, although it has made considerable progress since its direct jurisdiction, still has many problems. In terms of industrial structure, such as the repeated construction of its own industries, there is a significant gap in industrial development among the districts and counties. Environmental bearing pressure and a series of problems. Based on the theories of regional economics and industrial economics, this paper takes Chongqing as the research object and integrates qualitative analysis and quantitative analysis in order to absorb the rich achievements of industrial structure research both at home and abroad. This paper comprehensively and systematically analyzes the present situation, problems, opportunities and challenges of Chongqing's industrial structure under the background of the construction of the Yangtze River economic belt, and puts forward the countermeasures and suggestions for the adjustment and optimization of Chongqing's industrial structure according to the results of the analysis. First of all, the proposal of the Yangtze River economic belt, strategic deployment and significance of the elaboration. Then it describes the general situation of Chongqing's economy and the present situation of its industrial structure. On the basis of an overall understanding of Chongqing's economy and industrial structure, the industrial structure of Chongqing and other areas of the Yangtze River Economic Belt is rationalized and upgraded. The four major aspects of specialization and industrial structure effect are compared and analyzed. The methods used in the evaluation and analysis are standard structure comparison method, Thiel index, industrial structure horizontal coefficient, deviation share analysis method and location entropy. Through the description of the present situation and the evaluation analysis, this paper finds out the problems existing in Chongqing's industrial structure, and analyzes the advantages and disadvantages of Chongqing's industrial structure adjustment and optimization, as well as the opportunities and challenges faced with it, combining with the construction strategy, the present situation and the evaluation results of the Yangtze River economic belt. Finally, based on the background of the construction of the Yangtze River economic belt, the countermeasures and suggestions of adjustment and optimization are put forward from the macro level.
