“一带一盟”建设对接合作的风险与对策研究

【摘要】:2015年5月8日,中俄两国的国家元首在莫斯科一起签订了《中俄两国关于丝绸之路经济带建设与欧亚经济联盟建设对接合作的联合声明》(下文统称《对接合作的联合声明》),表明了两国利用各自优势推进亚欧大陆一体化进程的良好政治意愿。但是,“一带一盟”建设对接合作(1)不仅是涉及到中俄之间的战略合作,而且还涉及部分政治经济形势极其不稳定的独联体国家,给“一带一盟”建设对接合作带来不稳定因素。本文分析“一带一盟”建设对接合作面临的政治、经济与安全风险,提出应对措施,确保“一带一盟”建设对接合作的顺利实施。本文正文共分为五个部分。第一部分主要论述了“一带一盟”建设对接合作的背景以及现状。第二部分主要论述了“一带一盟”建设对接合作中面临的政治风险。第三部分通过分析欧亚经济联盟的内部发展,论述了“一带一盟”建设对接合作面临的经济风险。第四部分通过分析对接合作区域内的安全现状,论述了“一带一盟”建设对接合作面临的安全风险。第五部分为如何规避“一带一盟”建设对接合作面临的风险提出了应对措施。“一带一盟”建设对接合作在实际运行中面临的政治风险有:区域内国家的政治稳定性风险、区域内国家的民族和宗教冲突风险、区域内部分政治领袖对中国抱有偏见的风险;面临的经济风险有:联盟内部经济脆弱性风险、联盟排他性风险;面临的安全风险有:区域内由于跨境水资源利用、边界划分的潜在冲突引发的传统安全风险和恐怖主义、跨国毒品贸易、宗教极端势力引发的非传统安全风险。从政府、企业两个层面按照风险发生前、对接合作中、风险发生后三个阶段做好防范风险的措施,就能规避对接合作中的风险,促进“一带一盟”建设对接合作的顺利实施。
[Abstract]:8 May 2015 The heads of state of China and Russia signed in Moscow the Joint Declaration on the docking Cooperation between China and Russia on the Construction of the Silk Road Economic Belt and the Construction of the Eurasian Economic Union (hereinafter referred to as the Joint Declaration on docking Cooperation), indicating that The two countries have made use of their respective advantages to promote the process of integration between Asia and Europe. However, the construction of "one Belt, one Union" involves not only the strategic cooperation between China and Russia, but also some CIS countries with extremely unstable political and economic conditions. To the "belt, one alliance" construction docking cooperation to bring instability. This paper analyzes the political, economic and security risks faced by the construction and docking cooperation of "one Belt, one Union", and puts forward some countermeasures to ensure the smooth implementation of the "one Belt, one Union" construction and docking cooperation. The second part mainly discusses the political risks faced in the construction and cooperation of "one Union and one Belt". The third part analyzes the internal development of Eurasian Economic Union, and discusses the economic risks faced by the construction and cooperation of "one Belt, one Union". In the fourth part, by analyzing the security situation in the docking cooperation area, the paper discusses the security risks faced by the construction of the docking cooperation. The fifth part is how to avoid the risk of construction and cooperation. The political risks faced in the actual operation of the construction and cooperation of the "one Union, one Belt" include: the risk of political stability of the countries in the region, the risk of ethnic and religious conflicts in the countries of the region, the risk of prejudice against China by some political leaders in the region; The economic risks faced include: the risk of economic vulnerability within the alliance, the exclusive risk of the alliance, the security risks faced by the region as a result of the use of transboundary water resources, the traditional security risks and terrorism caused by the potential conflict between borders, Transnational drug trade, religious extremist forces caused by non-traditional security risks. From the government and enterprise two levels according to the risk occurrence, in the docking cooperation, the risk prevention measures in the three stages after the risk occurrence can avoid the risk in the docking cooperation and promote the smooth implementation of the docking cooperation in the construction of the "belt, one union".
