基于协同理论的京津冀都市圈合作治理研究

【摘要】:京津冀都市圈是我国环渤海经济地带的中心区域,也是全国经济发展的第三增长极。在今年的两会期间,党中央领导就京津冀协同发展问题,做了重要汇报,明确地将北京、天津和河北省的发展提到国家战略的高度。目前三地在经济贸易、产业要素和基础设施等方面已有了一定的合作,但长期以来受行政区经济和行政区划的影响,京津冀都市圈的协同治理效果总显得不尽如人意。尤其是与国内的长三角和珠三角相比,缺乏区域层面的统筹协调机制,这不仅制约了区域经济的进一步发展,而且不利于都市圈内各城市主体间的协同治理。在新的历史条件下,,面临着来自国内外的竞争压力,北京、天津和河北省如何进一步提升区域综合实力和整体竞争力,如何促进区域内各地间的积极竞争与合作,实现京津冀区域内各城市间的协同发展,具有重大的理论价值和现实价值。 当前,京津冀都市圈内各城市间协同不足具体表现为:京津“一轴集中”、京津冀都市圈二元经济结构、京津冀都市圈规模等级不合理、京津冀都市圈对外开放程度低等四个方面。致使都市圈内各城市间协同不足的原因主要包括:政府职能转变未到位、缺乏权威性协同机构、地方政府及官员的政绩考核不合理以及相关法规建设不健全等。针对上述问题,本文在比较分析国内外都市圈内各城市合作治理经验的基础上,运用协同原理对京津冀都市圈的合作治理问题进行创新研究,并力求提出促进京津冀都市圈协同治理的对策思路。具体可以从培育京津冀都市圈协同治理的先进理念、建立权威的协同机构、丰富跨域合作治理形式、创建京津冀都市圈协同治理机制、构建京津冀都市圈协同治理制度等方面着手进一步促进京津冀都市圈的协同治理。
[Abstract]:The Beijing-Tianjin-Hebei metropolitan area is the center of the Bohai Sea economic zone and the third growth pole of the national economic development. During the two sessions this year, the leaders of the CPC Central Committee made an important report on the coordinated development of Beijing, Tianjin and Hebei, and explicitly raised the development of Beijing, Tianjin and Hebei Province to a high level of national strategy. At present, there has been some cooperation among the three places in economic and trade, industrial elements and infrastructure, but for a long time under the influence of the economic and administrative divisions of the administrative region, the effect of coordinated governance in the Beijing-Tianjin-Hebei metropolitan area is always unsatisfactory. In particular, compared with the Yangtze River Delta and the Pearl River Delta in China, there is no overall coordination mechanism at the regional level, which not only restricts the further development of the regional economy, but also is not conducive to the coordinated governance among the urban subjects in the metropolitan area. Under the new historical conditions, facing the competitive pressure from home and abroad, how to further enhance the regional comprehensive strength and overall competitiveness in Beijing, Tianjin and Hebei Province, and how to promote the positive competition and cooperation among different parts of the region, It is of great theoretical and practical value to realize the coordinated development among cities in Beijing, Tianjin and Hebei regions. At present, the lack of coordination among the cities in the Beijing-Tianjin-Hebei metropolitan area is manifested in the following aspects: "one axis concentration" between Beijing, Tianjin and Hebei, the dual economic structure of the Beijing-Tianjin-Hebei metropolitan area, and the unreasonable scale of the Beijing-Tianjin-Hebei metropolitan area. The Beijing, Tianjin and Hebei metropolitan areas are open to the outside world in four aspects. The main reasons for the lack of coordination among the cities in the metropolitan area include: the transformation of government functions is not in place, the lack of authoritative coordination institutions, the local governments and officials' performance assessment is unreasonable, and the construction of relevant laws and regulations is not perfect. In view of the above problems, based on the comparative analysis of the experience of urban cooperative governance in the metropolitan area at home and abroad, this paper makes innovative research on the cooperative governance of Beijing-Tianjin-Hebei metropolitan area by using the principle of synergy. And try to promote the Beijing-Tianjin-Hebei metropolitan area coordinated governance countermeasures. Specifically, we can cultivate the advanced concept of coordinated governance in Beijing-Tianjin-Hebei metropolitan area, establish authoritative cooperative institutions, enrich the form of cross-regional cooperative governance, and create a cooperative governance mechanism of Beijing-Tianjin-Hebei metropolitan area. The construction of coordinated governance system of Beijing-Tianjin-Hebei metropolitan area and other aspects to further promote the coordinated governance of Beijing-Tianjin-Hebei metropolitan area.
