广西北部湾经济区六市协同创新研究

【摘要】：在科技经济全球化日益深入的新形势下,协同创新在一个地区的区域创新体系建设乃至经济社会发展中凸显其重要性。区域协同创新的五大条件是：一定的技术经济依存度,形成主导创新的龙头区域,较高且彼此相近的技术经济水平,地理邻近与组织邻近以及明确的政治意愿。成功有效的区域协同创新遵从市场引导企业合作和要素流动的运行机制,政府前期推动、后期辅助保障的调控机制,以及高校、科研机构、非政府组织参与的多层治理机制。 结合基尼系数和空间计量经济学理论,分析得出北部湾经济区近年的创新产出不均衡,且空间依赖性低,因而亟需加强协同创新。北部湾经济区实行协同创新要以政府为主导,以产业为依托,以企业为主体。北部湾在不同产业、不同范畴有三种区域协同创新模式可行：技术联动协同创新模式,产业转移协同创新模式和功能定位协同创新模式。对北部湾经济区区域协同创新的对策建议主要有全面构建区域协同创新组织体系,促进创新要素的流动与共享,优化区域协同创新环境。
[Abstract]:Under the new situation of deepening the globalization of science and technology economy, collaborative innovation highlights its importance in the construction of regional innovation system and even in the economic and social development of a region. The five conditions of regional collaborative innovation are: a certain degree of technological and economic dependence, a leading region of leading innovation, a higher and similar level of technology and economy, geographical proximity and organizational proximity, and a clear political will. Successful and effective regional collaborative innovation complies with the operation mechanism of market guiding enterprise cooperation and factor flow, the regulation and control mechanism of government's Prophase promotion and late auxiliary guarantee, as well as the multi-level governance mechanism in which universities, scientific research institutions and non-governmental organizations participate. Based on Gini coefficient and spatial econometrics theory, it is concluded that the innovation output in Beibu Gulf Economic Zone is unbalanced in recent years, and the spatial dependence is low, so it is urgent to strengthen collaborative innovation. The Beibu Gulf Economic Zone should take the government as the leading factor, the industry as the backing and the enterprise as the main body. Beibu Gulf has three regional cooperative innovation modes in different industries and different categories: technology linkage collaborative innovation mode, industry transfer collaborative innovation mode and functional positioning collaborative innovation mode. The countermeasures and suggestions for regional collaborative innovation in Beibu Gulf Economic Zone mainly include the overall construction of regional collaborative innovation organization system, the promotion of the flow and sharing of innovation elements, and the optimization of regional collaborative innovation environment.
