新疆循环经济发展水平及技术效率的综合评价

【摘要】:本文在循环经济相关理论的基础上构建了循环经济发展水平评价指标体系,将循环经济分为减量化、资源化和无害化三个子系统。文中采用了层次分析法、数据包络分析(DEA)模型及面板数据的线性回归,从循环经济发展水平和循环经济技术效率两个方面来评价新疆循环经济的发展情况,并在此基础上分析了技术效率对循环经济发展水平的影响。得到主要结论如下: 1.新疆循环经济从2006年发展至今,年均增长速度为7.26%,高于全国水平3.79%,其循环经济发展水平起点低,一直处于Ⅲ级基本循环状态。从发展趋势来看,总体呈上升趋势,但其循环经济发展水平在全国的排名基本上处于倒数一、二名。不管是从新疆循环经济发展水平的综合指数在全国的排名来看,还是从循环经济子系统的排名来看,新疆循环经济发展水平都处于全国落后水平。 2.新疆循环经济子系统间差异明显,其各自发展速度不一。减量化、资源化和无害化指标的年均增长速度分别为4.02%、0.44%和18.75%。新疆循环经济从2006年发展到现在,,减量化指标从Ⅲ级基本循环状态刚好跨入Ⅱ级中等循环的大门;资源化指标的发展基本处于停滞不前,总体上一直处于Ⅲ级基本循环状态;无害化指标则快速发展,从2006年的Ⅳ级基本不循环状态发展到2011年的Ⅱ级中等循环状态。 3.对新疆2006年至今的循环经济技术效率进行测度,发现其循环经济技术效率、纯技术效率和规模效率均未达到有效。从发展趋势来看,新疆循环经济总体技术效率和规模效率都有下降的趋势,分别以年均9.48%和8.63%的速度下降;纯技术效率上下波动,基本维持在0.8以上。与全国比较来看,新疆循环经济技术效率总体小于全国平均水平;我国循环经济技术效率有效的地区只有几个,比如北京、上海、浙江和广东等地区,DEA有效地区均是经济发达的东部地区。 4.从技术效率对循环经济发展水平的影响分析得到:新疆循环经济技术效率有效有利于新疆循环经济发展水平的提高;在循环经济发展过程中,新疆及全国的循环经济发展规模极不合理,阻碍循环经济的快速发展。 最后,本文在实证分析结论的基础上,提出促进新疆循环经济发展的建议:减少物质和资源消耗;升级或改进废弃物处理技术;提高资源利用率,资源配置合理;提高管理机制和管理水平;适当缩小循环经济发展规模。
[Abstract]:Based on the related theories of circular economy, this paper constructs the evaluation index system of the development level of circular economy, which is divided into three subsystems: reduction, resource and innocuity. In this paper, analytic hierarchy process (AHP), data envelopment analysis (DEA) model and linear regression of panel data are used to evaluate the development of circular economy in Xinjiang from two aspects: the development level of circular economy and the technical efficiency of circular economy. On this basis, the influence of technical efficiency on the development level of circular economy is analyzed. The main conclusions are as follows: 1. From 2006 to now, the average annual growth rate of circular economy in Xinjiang is 7.26%, which is higher than the national level 3.79%. From the development trend, the overall trend is rising, but its circular economy development level in the national rank is basically in the bottom, two. Whether from the rank of comprehensive index of Xinjiang circular economy development level in the whole country or from the rank of circular economy subsystem Xinjiang circular economy development level is in the backward level of the whole country. 2. There are obvious differences among the subsystems of circular economy in Xinjiang, and their respective development speed is different. The average annual growth rate of the index of reduction, resource utilization and innocuity was 4.02% and 18.75%, respectively. The circular economy of Xinjiang has developed from 2006 to now, and the reduction index has just stepped into the door of the second grade middle cycle from the level 鈪
