政策性金融机构支持企业“走出去”模式探析——来自欧美国家的经验

【摘要】：美国海外私人投资公司、德国投资开发公司、荷兰开发银行等欧美国家政策性金融机构采用较为成熟的模式支持本国企业开展海外投资和经营活动,为我国政策性金融机构支持企业"走出去"提供了有价值的启示,包括:强化对优质中小企业的政策倾斜,提供有限额度和比例的信贷,撬动商业金融机构的融资支持;补足"走出去"咨询服务短板,增加东道国信息和专业知识供给;加强政治公关服务,发挥"准政府"优势保护企业海外利益;建立海外投资项目跟踪监测体系,规范海外企业经营行为;通过国际援助为中资企业创造良好的投资环境。
[Abstract]:The US overseas Private Investment Corporation, the German Investment and Development Corporation, the Dutch Development Bank, and other European and American policy financial institutions have adopted a more mature model to support their enterprises in carrying out overseas investment and business activities. It provides valuable enlightenment for China's policy-oriented financial institutions to support enterprises "going out", including: strengthening the policy bias to high-quality SMEs, providing limited and proportional credit, and leveraging the financing support of commercial financial institutions; To complement the "go out" advisory service, increase the host country information and professional knowledge supply, strengthen the political public relations service, give play to the "quasi-government" advantage to protect the overseas interests of enterprises; To establish a tracking and monitoring system for overseas investment projects, standardize overseas enterprises' business practices, and create a good investment environment for Chinese enterprises through international assistance.
