我国高技术产业自主创新能力的主要影响因素分析

【摘要】：改革开放以来,我国经济实现了跨越式发展,但这一发展很大程度上是粗放式的发展,是以大量资源消耗为前提的,为了经济实现可持续的发展,我们必须要转变发展方式,以技术创新为动力大力发展高技术产业,优化产业结构是实现经济可持续发展的一个重要途径。高技术产业具有技术水平高,产品性能强,技术更新快等特点,其发展程度已成为衡量一个国家或地区经济发展水平的重要标志。自主创新是由技术后发的国家为赶超技术发达国家提出的,主要是指依靠自身的力量掌握核心技术,提升竞争力。因此对于想要提升国际竞争力,促进产业技术水平提高以及实现产业的可持续发展的技术后发国家来说研究高技术产业的自主创新是非常有意义的。 本文首先通过对高技术产业创新相关理论进行综述,结合我国高技术产业发展的现状提出了影响高技术产业自主创新的四个主要因素即企业RD投入、政府采购、FDI以及金融支持。企业RD资金投入会直接进入到高技术产业的自主创新过程中从而其规模的大小对产业自主创新产出有着重大影响。政府采购是指从政府层面直接在市场上对高技术产业自主创新的产品进行大规模采购,这样做有利于自主创新产品需求的稳定,通过政府采购的保护和扶持增强产业自主创新的信心。FDI主要通过技术溢出效应、竞争效应、人员流动效应、示范和模范效应以及产业关联效应来影响着我国高技术产业的自主创新。高技术产业自主创新的金融支持是指金融机构对高技术产业提供的一些专门化金融服务,其主要为融资服务。通过金融支持能够有效地支持高技术产业的自主创新。在论文实证的部分,通过对我国30个省市近10年与高技术产业自主创新相关的数据进行整理,结合影响因素理论部分的分析选取了四个主要指标：RD投入、政府采购、FDI、金融规模,以专利申请量和新产品销售收入分别为被解释变量,使用面板数据的固定效应模型进行了回归分析。回归分析的结果证明这个四个解释变量都对自主创新有着正的促进效应即印证了此前的理论分析。 最后本文提出了对提升我国高技术产业自主创新的一些建议。从RD角度看,要加大RD投入规模,拓展资金来源渠道,建立产业内相互合作相互交流的研发机制,最后大力加强研发机构创新文化氛围的建设。从政府采购角度来看,我国应该加大政府采购的规模特别是针对自主创新产品的采购,其次健全政府采购制度,推进阳光采购,完善政府采购在自主创新产品引导和扶持相关的政策。从FDI角度看,加大FDI引进规模并合理引导FDI进入我国发展较弱的中西部地区,强调差异化的吸引FDI,加强人才的培养以及优化FDI来源结构,大力吸引技术水平更高的欧美地区FDI。金融支持方面首先加大银行对自主创新的支持力度,其次要大力发展多层次的资本市场,最后发展风险资本,使风险资本更多的进入高技术产业自主创新领域,为我国高技术产业发展做出贡献。
[Abstract]:Since the reform and opening-up, the economy of our country has achieved a great-leap-forward development, but this development is a great development, which is premised on a large amount of resource consumption. In order to realize the sustainable development of the economy, we must change the way of development. It is an important way to develop the high-tech industry with the technology innovation as the power, and to optimize the industrial structure as the sustainable development of the economy. The high-tech industry has the characteristics of high technical level, strong product performance, fast technology update and so on, and the degree of development has become an important sign to measure the economic development level of a country or region. The independent innovation is made by the technology-developed countries to catch up with the developed countries, mainly referring to their own power to master the core technology and improve their competitiveness. Therefore, it is of great significance to study the independent innovation of the high-tech industry for the countries that want to improve the international competitiveness, to promote the technical level of the industry and to realize the sustainable development of the industry. First of all, by summarizing the theory of high-tech industry innovation, combining with the present situation of high-tech industry development in our country, four main factors that affect the independent innovation of high-tech industry, namely, RD investment, government procurement, FDI and financial support, are put forward. In the process of independent innovation of high-tech industry, RD investment of the enterprise can be directly introduced into the process of independent innovation of high-tech industry, and the size of the enterprise's RD has a great shadow on the output of the industry's independent innovation In response, the government procurement refers to the large-scale procurement of the products of high-tech industry from the government level directly on the market, so as to be beneficial to the stability of the demand of the independent innovation products, the protection of the government procurement and the promotion of the self-innovation of the industry. The main result of FDI is the technology spillover effect, the competition effect, the personnel flow effect, the model and the model effect and the industry association effect, which influence the independent innovation of the high-tech industry in our country New. The financial support of the independent innovation of the high-tech industry refers to the specialized financial services provided by the financial institutions to the high-tech industry. The government can effectively support the self-innovation of the high-tech industry through financial support Based on the empirical part of the thesis, through the arrangement of the data related to the independent innovation of the high-tech industry in 30 provinces and cities in China, four main indexes are selected based on the analysis of the influence factors theory part: RD investment, government procurement, FDI and financial rules. The model, in which the patent application amount and the new product sales income are respectively interpreted variables, are returned by using the fixed effect model of the panel data. The result of the regression analysis proves that the four explanatory variables have positive effect on the independent innovation, which is to confirm the previous theoretical points. In the end, this paper puts forward a method to promote the independent innovation of high-tech industry in China. "From the perspective of RD, we should increase RD investment scale, expand the channel of source of funds, establish the R & D mechanism of mutual communication with each other in the industry, and finally strengthen the innovation and culture atmosphere of R & D institutions." From the point of view of government procurement, our country should increase the scale of government procurement, especially for the purchase of independent innovation products, and then improve the government procurement system, advance the sunshine procurement, and improve the government procurement to guide and support the independent innovation products. From the point of view of FDI, to increase the scale of the introduction of FDI and to guide the FDI into the weak central and western regions of our country, to emphasize the differential attraction of FDI, to strengthen the cultivation of the talents and to optimize the structure of the source of FDI, and to attract the higher level of the European and American region. In the aspect of FDI, the support of the bank to the independent innovation is first increased in the aspect of financial support, and then the multi-level capital market should be vigorously developed, the venture capital will be developed, and the venture capital will be more advanced into the field of high-tech industry's independent innovation, so as to make the development of the high-tech industry in China
