国民经济动员中心动员潜力测度研究

【摘要】：国民经济动员中心是一个在常态下的国民经济动员准备、危机状态下的国民经济动员实施，以及国民经济动员实施过程中的辐射与扩散基地为目标建设起来的组织形式。对国民经济动员中心动员潜力进行测度研究，在理论方面能够深化对国民经济动员潜力形成机理的认识，丰富和完善国民经济动员潜力的理论，从而推动国民经济动员事业的全面发展；在实践方面有利于深入探索国民经济动员中心动员潜力的测度方法，为危机状态下动员产品和资源的供需矛盾提供可行的解决方案，从而达到优化社会经济资源配置，促进国民经济动员工作发展的目的。 本文进行了以下几项创新性研究工作，并取得了相应的研究结论和成果。 第一，国民动员潜力是国民经济动员理论的重要组成部分。从国民经济动员潜力、压力和国民经济动员能力之间关系的角度出发，界定了国民经济动员潜力的概念，并阐述了其含义。在讨论了国民经济动员压力来源的基础上，深入分析了压力对国民经济动员潜力释放的机理，着重论述了压力对国民经济动员潜力的影响，对压力作了系统、全面的分析。同时，始终将国民经济动员潜力当作实际国民经济体系在被动员时的一种功能来看待，立足于国民经济具体组成部分来分析国民经济动员潜力，从而丰富了国民经济动员潜力的理论。 第二，以国民经济动员中心为切入点，展开对国民经济动员典型的组织形式—国民经济动员中心动员潜力的深入分析。在基于国民经济动员中心职能不同对其进行分类的基础上，通过分析各类型动员中心潜力的不同来源和影响因素，阐述了对国民经济动员中心进行潜力测度的必要性，并结合国民经济动员中心的相关特点，首次提出了基于系统动力学的国民经济动员中心动员潜力测度理论，从而为全面系统地分析整个国民经济体系的动员潜力奠定基础。 第三，根据国民经济动员中心所依托的行业或具体企业的不同，运用“情景—应对”的方法构建了不同类型的国民经济动员中心的情景，并根据需求生命周期理论及国民经济动员活动的相关特点，提出了以动员任务完成时间最短为建模目的，构建了不同类型的国民经济动员中心动员潜力的系统模型，，并运用定性分析方法描述了三个不同类型国民经济动员中心动员潜力各系统指标之间的关联关系及其影响因素的因果关系，在详细分析了每种类型的国民经济动员中心承担的职能和执行动员任务时各类型动员中心不同业务流程的基础上，得出了三个不同类型国民经济动员中心动员潜力的系统因果关系图模型和流图模型。 第四，运用iThink计算机仿真软件平台，分别选取了三家不同类型国民经济动员中心展开动员潜力测度研究。按照影响国民经济动员中心潜力释放的不同内外部因素，运用动员潜力弹性和动员潜力测度系数两个创新性指标对测度结果从大到小依次排序并进行分析。并以此作为依据，分别对不同类型国民经济动员中心今后的潜力建设和管理提供了具体的、可操作性强的相关政策和建议，从而为国民经济动员主管部门在国民经济动员中心建设和管理方面的决策参考提供科学有效的支持。
