沈阳市可持续发展研究

【摘要】：实行改革开放以来，，我国经济得到了迅速的发展，与此同时人口数量也不断增加，由此引发了许多的问题。可持续发展成为必经之路，同时这也成为社会各界学者所积极关注和研究的课题。该问题落实到城市层面就是城市可持续发展问题，城市在发展经济时不应以环境破坏和资源浪费为代价，同时还要使社会得到不断进步，使得三者能够和谐发展。本文基本理论主要来自于区域经济学和发展经济学这两门学科，同时借鉴了国内外一些著名学者的观点，把沈阳市作为主要研究对象。选择沈阳的原因在于：一是沈阳属于典型的重工业城市，在资源的使用和环境污染方面较国内一些城市来说要严重的多；二是从沈阳市经济地位来说，沈阳经济区是国家战略级别的经济区，并且沈阳市正在为成为国家中心城市而努力，沈阳市对沈阳经济区经济发展和区域一体化起到引擎作用。经济的快速增长是否具有持续性，居民的生活和环境是否得到了改善，整体处于何种发展水平等，这是本文所需要探讨的几个问题。本文首先根据沈阳市自身发展现状，构建了包括经济、社会和资源环境在内的评价体系。其次，利用主成分分析求得各子系统的发展指数，利用层次分析法确定权重，求得综合发展指数。第三，利用得出的四个指数值进行纵向分析，总结沈阳市总体发展进程，然后把沈阳市同天津、武汉、重庆这三个城市进行横向比较，找到差距和问题所在。第四，根据实证分析得出的结论为沈阳市的可持续发展提出建议和对策。
[Abstract]:Since the implementation of reform and opening up, China's economy has been developing rapidly, and at the same time, the population has been increasing, which has caused a lot of problems. Sustainable development has become the only way, and it has also become an active concern and research topic for scholars from all walks of life. The implementation of this problem to the urban level is the issue of urban sustainable development. When cities develop their economy, they should not take environmental damage and waste of resources as the cost, and at the same time make the society progress constantly, so that the three can develop harmoniously. The basic theory of this paper mainly comes from the two disciplines of regional economics and development economics. At the same time, it draws lessons from some famous scholars at home and abroad, and takes Shenyang as the main research object. The reasons for choosing Shenyang are as follows: first, Shenyang is a typical heavy industrial city, which is much more serious than some domestic cities in the use of resources and environmental pollution; Second, from the economic status of Shenyang, Shenyang economic zone is the economic zone of national strategic level, and Shenyang is striving to become the central city of the country. Shenyang plays an important role in the economic development and regional integration of Shenyang economic zone. Whether the rapid economic growth is sustainable, whether the residents' living and environment have been improved, and what level of development the whole is, these are some problems that need to be discussed in this paper. Firstly, according to the present situation of Shenyang's own development, the evaluation system including economy, society and resource environment is constructed. Secondly, the development index of each subsystem is obtained by principal component analysis, the weight of each subsystem is determined by analytic hierarchy process, and the comprehensive development index is obtained. Thirdly, using the four index values to carry on the longitudinal analysis, summarizes the overall development process of Shenyang, then compares Shenyang with Tianjin, Wuhan and Chongqing horizontally, finds out the gap and the problem. Fourth, according to the conclusion of empirical analysis, suggestions and countermeasures are put forward for the sustainable development of Shenyang.
