基于自组织理论的研发产业演化研究

【摘要】:独立、内部研发已经不能满足社会发展需求,研发活动外部化、市场化使其逐步成为一个产业。研发产业作为一个新兴产业,与其他产业的演化有共性也存在差异,主流经济学在产业均衡下研究研发产业具有一定局限性,需要我们以新的视角来加深对研发产业的研究。因此,本文从自组织原理角度研究研发产业演化。 研发产业演化是一个系统工程。研发产业系统满足开放性、非平衡性和非线性等自组织的三个基本条件,其主体能够实现耗费(投入、支出、成本)的自我/行补偿,亦即实现经济上的自组织。研发产业系统演化是研发主体、研发需求、要素供给、产业服务和市场竞争等五个子系统共同作用、相互转化的结果,经历自创生期、自扩张期、自维持期和自退化期等四个阶段,其演化路径包括新立、分立和转型等三条路径。研发产业自组织协同演化模型表明,风险资本和市场竞争主导和支配研发产业系统的演化。风险资本占研发投入比例小,其主要作用是对创新倾向的提高以促进研发产业演化;市场竞争从产业内部和产业关联两方面促进研发产业演化,,其中产业内部包括国家或地区之间竞争的导向作用、企业之间对新产品和新技术竞争等,产业关联则通过研发外部化促进研发产业演化。 我国研发产业处于起步阶段,研发投入总量大,但是基础性、原创性发明专利较少,发明专利的技术含量、复杂程度还比较低。根据我国研发产业发展现状,本文从需求培育、供给培育、产业服务体系建设以及拓展融资渠道等方面提出了相应的对策建议。
[Abstract]:Independent, internal R & D can not meet the needs of social development, R & D activities are externalized, marketization makes it gradually become an industry. As a new industry, R & D industry has similarities and differences with the evolution of other industries. The mainstream economics has some limitations in researching R & D industry under the industrial equilibrium, so we need to deepen the research on R & D industry from a new perspective. Therefore, this paper studies the evolution of R & D industry from the perspective of self-organization principle. The evolution of R & D industry is a system engineering. The R & D industry system satisfies the three basic conditions of self-organization, such as openness, non-balance and non-linearity. The main body of R & D industry can realize self / line compensation of expenditure (input, expenditure, cost), that is to say, self-organization can be realized in economy. The evolution of R & D industry system is the result of the mutual transformation of R & D main body, R & D demand, factor supply, industry service and market competition, and experiences the period of self-creation and self-expansion. The evolutional paths of self-sustaining period and self-degenerating period include three paths: new, discrete and transmuted, which can be divided into four stages: self-sustaining stage and self-degenerating stage. The model of self-organization co-evolution of R & D industry shows that venture capital and market competition dominate and dominate the evolution of R & D industry system. Venture capital accounts for a small proportion of R & D investment, and its main function is to improve innovation tendency in order to promote the evolution of R & D industry; Market competition promotes the evolution of R & D industry from two aspects: intra-industry and industry-related, in which the industry includes the guiding role of competition between countries or regions, competition between enterprises against new products and new technologies, and so on. Industrial linkages promote R & D industry evolution through R & D externalization. The R & D industry in our country is in its infancy with a large amount of R & D investment, but it is basic, the original invention patent is less, the technical content of invention patent is low, and the complexity of invention patent is still relatively low. According to the present development situation of R & D industry in China, this paper puts forward some countermeasures and suggestions from the aspects of demand cultivation, supply cultivation, construction of industrial service system and expansion of financing channels, etc.
