【摘要】：山东省“两会”的政府工作报告中明确提出了“文化经济特区”,“特区”将在曲阜进行创建。曲阜是孔子的故乡,儒家文化的发源地和传承地,早在2011年,山东政协十届四次会议上就提出了设立“特区”。在随后的两年里,政府报告中不断出现关于曲阜作为文化圣地加快发展的举措。从建设中华文化“标志城”到成立曲阜“文化经济特区”,体现了山东省对曲阜的发展提升到了一个前所未有的高度。山东省由和文化部于2012年共同签署了《关于合作推进文化强省建设框架协议》,标志着曲阜建设“文化经济特区”正式开始,随着文化建设“突破曲阜”发展战略的实施,我们将对以曲阜为核心,以及它周边所能辐射到的文化资源进行整合、开发、利用,这是曲阜经济发展和文化建设的巨大机遇。我们将在政府和文化部的带领下,探索曲阜文化建设的新方向、创新发展、谋划思路,合理统筹文化承继和文物保护,充分调动人们的积极性,发挥资源优势和文化体系的整体性优势,加快体制建设,创新体制机制,以儒家文化引领经济发展,促进产品融合,加速产业转型,推动曲阜经济发展和城市建设,早日将曲阜将设成为著名的“东方圣城,首善之区”,实现文化力量向经济效益的合理转化,发挥“特区”优势。
[Abstract]:In the government work report of the "two sessions" of Shandong Province, the "cultural special economic zone" will be established in Qufu, which is the hometown of Confucius, the birthplace and heritage of Confucian culture. As early as 2011, the fourth session of the 10th National Committee of the Chinese people's political Consultative Conference (CPPCC) of Shandong Province proposed the establishment of a "special zone" for the following two years. Government reports continue to appear about Qufu as a cultural shrine to speed up the development of measures, from the construction of Chinese culture "symbol city" to the establishment of Qufu "cultural special economic zone." Reflected the development of Shandong Province to Qufu to an unprecedented height. Shandong Province and the Ministry of Culture in 2012 signed a "Cooperation to promote the construction of a strong cultural province framework agreement". Marked the construction of Qufu "cultural special economic zone" officially began, with the cultural construction of "breakthrough Qufu" development strategy implementation, we will focus on Qufu. And its surrounding radiation to the integration of cultural resources, development, utilization, this is Qufu economic development and cultural construction of a great opportunity. We will be led by the government and the Ministry of Culture. Explore the new direction of Qufu cultural construction, innovation and development, planning ideas, reasonable coordination of cultural heritage and cultural heritage protection, fully mobilize the enthusiasm of people, give play to the advantages of resources and cultural system as a whole. Accelerate the system construction, innovate the system mechanism, take the Confucian culture to lead the economic development, promote the integration of products, accelerate the industrial transformation, and promote the economic development and urban construction of Qufu. Qufu will be set up as a famous "Eastern Holy City, the first good area" as soon as possible, to realize the rational transformation of cultural power to economic benefits, and to give play to the advantages of "Special Zone".
