文化政治学视域下的“地方文化产业”政策变迁:台湾经验与启示

【摘要】：为巩固自身的合法性地位,缓解因过度忽视城乡发展失衡所造成的民间对抗力量,台湾当局通过凸显"文化产业"的"地方性"作为解决社会问题的切入点。台湾地方文化产业政策始于20世纪70年代,其制定与变迁根据实现需要呈现出三个重要转向:从"政府"主导转向地方"自治化";从"各自为政"转向建立行政配合机制;从硬件设施建设转向全民动员。从文化政治学角度解析地方文化产业政策的变迁不仅有利于更深刻地理解台湾地方文化产业在特定语境中所扮演的文化、经济与政治角色,同时也可以为推动大陆地方文化产业的发展提供可借鉴的经验与教训。
[Abstract]:In order to consolidate their legitimacy status, alleviate the excessive neglect of urban and rural development imbalance caused by the folk confrontation. By highlighting the "local" of "cultural industry" as the entry point to solve social problems, Taiwan's local cultural industry policy began in 1970s. Its establishment and change show three important turns according to the need of realization: from "government" leading to local "autonomy"; From "separate administration" to the establishment of administrative coordination mechanism; From the point of view of cultural politics, analyzing the changes of local cultural industrial policies is not only conducive to a deeper understanding of the culture played by the local cultural industry in the specific context in Taiwan. The role of economy and politics can also provide experience and lessons for promoting the development of local cultural industry in mainland China.
