促进黑龙江省文化产业发展的公共政策研究

【摘要】：改革开放35年来,我国已经在经济建设方面取得了举世瞩目的伟大成就。近几年来,我国在大力发展经济的同时,开始着重推进文化建设的发展,这既是人民日益增长的精神文化需要,也是社会经济发展的必然规律。尤其近年来,我们党和政府高度关注文化产业方面的发展,先后多次在各种指导方针、决定决议、政策法规等各层级文件中指明了文化发展的走向与道路。党的十八届三中全会就高度重视文化产业发展,做出了加快文化产业体系建设、推动社会主义文化大发展大繁荣战略部署。《“十二五”文化改革发展规划纲要》明确了发展我国文化产业发展的指导思想、具体任务和重大举措,对文化产业发展做出了全面部署。黑龙江地理位置独特,文化历史悠久,拥有得天独厚的文化资源,有着良好的文化底蕴和产业发展基础。长期以来,由于认识理念落后、资金严重缺乏、政策波动较大且落实不到位等诸多原因,致使黑龙江文化产业发展困难重重,文化产业创新也一直处于较为落后的状态。为促进龙江文化产业大发展和大繁荣,促使文化产业成为未来几年经济发展的新亮点,以文化产业理论、科学发展理论、政府干预理论、新公共服务理论等公共管理学、政治学的相关学科知识为理论依据,运用文献分析、定性分析、规范分析等为研究方法,阐述了文化和文化产业的内涵,论述了黑龙江加快文化产业发展的必要性,并对相关政策工具和理论进行了分析。在回顾黑龙江文化产业发展历程的基础之上,探讨了黑龙江文化产业发展中存在的诸多问题,分析了黑龙江文化产业发展的现行政策的内容以及缺陷和不足,结合国内外文化产业发展公共政策的有益经验,并提出优化产业结构的产业政策、促进文化产业发展的积极财政政策、完善具有针对性的税收政策、适度宽松的投融资政策和加强各项政策的协调运用等。
[Abstract]:Since the reform and opening up 35 years ago, China has made great achievements in economic construction. In recent years, while vigorously developing the economy, China has begun to focus on promoting the development of cultural construction. This is not only the growing spiritual and cultural needs of the people, but also the inevitable law of social and economic development. In particular, in recent years, our party and government have paid great attention to the development of cultural industries, and have successively followed various guiding principles. Decision resolutions, policies and regulations and other levels of documents pointed out the direction and path of cultural development. The third Plenary session of the 18 CPC Central Committee attached great importance to the development of cultural industry, and made to speed up the construction of cultural industry system. The outline of the 12th Five-Year Plan for Cultural Reform and Development clearly defines the guiding ideology, specific tasks and major measures for the development of China's cultural industry. A comprehensive plan was made for the development of the cultural industry. Heilongjiang has a unique geographical location, a long history of culture, unique cultural resources, good cultural heritage and industrial development foundation. For a long time, due to the backward concept of understanding, capital is seriously lacking. There are many reasons, such as large fluctuation of policy and lack of implementation, which make the development of cultural industry in Heilongjiang difficult, and the innovation of cultural industry is also in a relatively backward state. In order to promote the development and prosperity of cultural industry in Longjiang River. To promote the cultural industry to become a new bright spot of economic development in the next few years, such as cultural industry theory, scientific development theory, government intervention theory, new public service theory and other public management. Based on the relevant knowledge of political science, this paper expounds the connotation of culture and cultural industry by using the methods of literature analysis, qualitative analysis and normative analysis. This paper discusses the necessity of speeding up the development of cultural industry in Heilongjiang, and analyzes the relevant policy tools and theories, on the basis of reviewing the course of development of cultural industry in Heilongjiang. This paper probes into many problems existing in the development of Heilongjiang cultural industry, analyzes on the contents, defects and deficiencies of the current policies for the development of Heilongjiang cultural industry, and combines the beneficial experience of the development of the cultural industry at home and abroad with the public policies. It also puts forward the industrial policy of optimizing the industrial structure, promoting the positive financial policy of the development of the cultural industry, perfecting the targeted tax policy, moderately loose investment and financing policy, and strengthening the coordinated application of the various policies, etc.
