本溪市文化产业发展中的政府职能研究

【摘要】：本溪市拥有丰富的文化资源和浓厚的文化底蕴,在国家发展文化软实力,促进社会主义文化大发展大繁荣的新时期,本溪市发展文化产业势在必行。然而,发展文化产业涉及政治、经济、文化、社会等诸多领域,这就必然要求政府在发展文化产业上应充分发挥其应有职能。但是,由于长期形成的重工业发展格局,使得本溪市文化产业发展的基础条件相对薄弱,在发展文化产业的实际过程中,本溪市政府职能都不同程度地存在一系列问题,这严重制约了本溪市文化产业的蓬勃发展。发展文化产业是当今摆在本溪市政府面前的又一新的课题,更是对新形势下政府应如何发挥职能提出的又一新的挑战。基于此本文将本溪市文化产业发展中的政府职能作为研究对象,通过运用文献研究法和比较研究法,以公共选择理论和公共服务理论为理论指导,首先,运用SWOT分析框架,结合本溪市具体情况,针对其文化产业的优势、劣势、机遇和威胁进行分析,阐述政府发展文化产业的宏观调控、统筹协调、监督保障以及公共服务职能,突出政府对其文化产业发展的必要性；其次,在分析本溪市文化产业发展中政府职能存在问题的基础上,分析其形成原因：再次,通过比较分析国外发达国家政府发展文化产业中的职能,总结其有益经验,并在此基础上为完善本溪市文化产业发展中的政府职能,提出政府彻底改革制度体制、摒弃政府计划经济治理理念、科学界定政府权责界限以及纠正政府自利性误区的对策建议。
[Abstract]:Benxi has rich cultural resources and rich cultural information. In the new period when the country develops cultural soft power and promotes the great development and prosperity of socialist culture, it is imperative for Benxi to develop cultural industry.However, the development of cultural industry involves many fields, such as politics, economy, culture, society and so on, which will inevitably require the government to give full play to its functions in the development of cultural industry.However, due to the long-term formation of heavy industry development pattern, the basic conditions for the development of cultural industry in Benxi are relatively weak. In the actual process of the development of cultural industry, there are a series of problems in the government functions of Benxi in varying degrees.This seriously restricts the vigorous development of Benxi cultural industry.The development of cultural industry is a new subject in front of Benxi city government, and it is also a new challenge to how the government should exert its function under the new situation.Based on this, this paper takes the government function in the development of cultural industry in Benxi as the research object, through using the literature research method and the comparative research method, taking the public choice theory and the public service theory as the theoretical guidance, first, uses the SWOT analysis frame.In light of the specific situation of Benxi City, this paper analyzes the advantages, disadvantages, opportunities and threats of the cultural industry, and expounds the macro-control, overall coordination, supervision and security and public service functions of the government in the development of the cultural industry.Second, on the basis of analyzing the problems existing in the development of the cultural industry in Benxi City, the reasons for its formation are analyzed: thirdly,By comparing and analyzing the functions of the governments of the developed countries in developing the cultural industries, and summarizing their beneficial experiences, and on the basis of these, the author puts forward a thorough reform of the system of government in order to perfect the functions of the governments in the development of the cultural industries in Benxi.Abandon the concept of government planned economy governance, scientifically define the limits of government power and responsibility, and correct the misunderstanding of government self-interest countermeasures and suggestions.
