【摘要】：文化软实力作为国家竞争的重要标志,在当下各国日益频繁的交流往来中备受重视。十七大以来,我国大力推动文化大发展大繁荣,并将文化建设摆上了更加突出的位置,提出要加强公共文化服务体系建设,保障广大人民群众日益增长的精神文化需求。近年来,虽然我国公共文化服务体系建设已取得了显著的成效,但是由于长期遵循计划经济条件下的文化供给模式,同时也由于市场经济转型的不完善,导致其在运行过程中仍然存在着诸多问题。在我国文化治理绩效模式研究及实际操作尚未成熟的前提下,本文通过对美、英、法三国绩效文化治理情况的了解,深入探讨了发达国家从20世纪40年代至90年代以来公共文化服务理论的研究成果。在对这些成果进行梳理的过程中,以“英国公共服务实践模式”和“密尔沃基市标杆管理的实践”为例,进一步说明了发达国家绩效文化治理的先进性和可行性。另外,本文通过对深圳市和上海市公共文化服务建设情况的分析,指出我国公共文化服务机构在实际运行过程中所存在的问题及其原因,并强调要始终结合我国经济社会发展的需要和基本国情,以科学发展观为指导,按照服务型政府的要求优化我国公共文化服务机构的评估体系和指标权重,合理引入标杆管理和委托代理机制。本文最后提出只有实现绩效标杆与功能配置融合,同时追求问责与倒逼的制度刚性,才能既保持公平性与效率性的统一,又具有较强的可操作性,从而有效提高我国公共文化服务机构的运行有效性。
[Abstract]:As an important symbol of national competition, cultural soft power is paid more and more attention to in the increasingly frequent exchanges. Since the 17th National Congress of the CPC, China has vigorously promoted the cultural development and prosperity, put the cultural construction in a more prominent position, and proposed to strengthen the construction of the public cultural service system to ensure the growing spiritual and cultural needs of the broad masses of the people. In recent years, although the construction of public cultural service system in China has made remarkable achievements, but because of the long-term follow the planned economic conditions of the cultural supply model, but also because of the market economy transformation is not perfect. As a result, there are still many problems in the process of operation. On the premise that the research and practical operation of the performance model of cultural governance in our country is not mature, this paper is based on the understanding of the performance cultural governance of the United States, Britain and France. This paper probes into the research achievements of public cultural service theory in developed countries from 1940s to 1990s. In the process of combing these achievements, taking "the British public service practice mode" and "Milwaukee benchmarking management practice" as an example, it further explains the advanced nature and feasibility of the performance culture governance in developed countries. In addition, through the analysis of the construction of public cultural service in Shenzhen and Shanghai, the paper points out the problems and reasons of the public cultural service organization in our country. It is also emphasized that the evaluation system and index weight of public cultural service institutions should be optimized in accordance with the requirements of the service-oriented government under the guidance of the scientific concept of development and the basic conditions of China's economic and social development. Reasonable introduction of benchmarking management and principal-agent mechanism. At the end of this paper, it is proposed that only by combining performance benchmarking with functional allocation, and pursuing the institutional rigidity of accountability and inversion, can we maintain the unity of fairness and efficiency, and have strong maneuverability.
