新疆旅游产业和文化产业融合发展研究

【摘要】:“十二五”期间,旅游业位于国民经济建设的前沿,已经融入国家战略发展体系,成为国民经济战略性支柱产业。国家和自治区“十三五”发展规划中都对旅游业的发展提出了更高的要求,提供了更好的政策支持。面临新形势、新政策、新机遇,新疆旅游产业的发展需要寻求与其他产业相融合,培育旅游新业态、新产品。其中,文化产业和旅游产业有着共同的本质属性,二者的融合顺应产业经济结构转变和消费需求提升。目前,新疆旅游产业和文化产业融合处于什么样的阶段、呈现什么样的状态、面临什么样的问题,都亟待研究探讨。基于上述问题,本文首先通过对现有文献梳理、总结,结合新疆区域特点,分析新疆旅游产业和文化产业融合发展现状,探究其融合机制(包括基础、动因、模式等),并运用投入产出法计算新疆整体融合度,从量化的角度分析融合情况;其次运用灰色关联分析法,选取影响旅游产业和文化产业融合发展的指标,计算灰色关联系数和关联度,分析影响二者融合发展的因素;再次根据新疆旅游区的划分及旅游资源的分布情况,选取疆内旅游产业和文化产业融合发展典型案例地,通过实地走访调研针对其融合发展状况进行分析,阐述不同模式下的融合条件、发展动因以及取得的成果,为疆内其他地州旅游产业和文化产业融合发展提供借鉴经验;最后结合新疆本地旅游产业和文化产业融合发展实情,提出具有新疆特色的融合发展对策建议。通过研究分析,主要得出以下几点结论:第一,研究发现新疆旅游产业和文化产业缺乏主动融合动力,整体融合度偏低,表明新疆旅游产业和文化产业仍处于初级融合阶段;第二,新疆文化产业因素对旅游产业影响力由大至小分别是文化机构从业人员、文化机构数、文化产业增加值;旅游产业因素对文化产业影响力由大至小分别是星级饭店数、旅行社数、旅游从业人员数、A级景区数、旅客总人数、旅游总收入;第三,目前疆内旅游产业和文化产业融合发展典型地区及其模式有:物质文化遗产依托型的“吐鲁番模式”、军垦文化带动型的“石河子模式”、民俗文化主导型的“喀什模式”和生态休闲文化型的“伊犁模式”;第四,结合全区旅游产业和文化产业融合发展情况,分别从政府、消费者、企业三个角度提出了宏观、中观、微观三个不同层面的对策和建议。
[Abstract]:During the 12th Five-Year Plan period, tourism industry is at the forefront of national economic construction and has been integrated into the national strategic development system and has become a strategic pillar industry of the national economy. In the 13th Five-Year Plan of our country and autonomous region, higher requirements and better policy support have been put forward for the development of tourism. Facing the new situation, new policies and new opportunities, the development of Xinjiang's tourism industry needs to seek integration with other industries and cultivate new forms and products of tourism. Among them, the cultural industry and tourism industry have the same essential attribute, the integration of them conforms to the transformation of industrial economic structure and the improvement of consumption demand. At present, the integration of tourism industry and cultural industry in Xinjiang is in what stage, what kind of state, what kind of problems, it is urgent to study and discuss. Based on the above problems, this paper firstly combs the existing literature, summarizes the regional characteristics of Xinjiang, analyzes the current situation of the integration of tourism industry and cultural industry in Xinjiang, and probes into its fusion mechanism (including foundation, motivation, etc.) Using the input-output method to calculate the integration degree of Xinjiang and analyze the integration from the angle of quantification. Secondly, using the grey relational analysis method, select the indicators that affect the development of tourism industry and cultural industry. Calculate the grey correlation coefficient and correlation degree, analyze the factors that affect the development of the integration of the two. Thirdly, according to the division of tourism areas in Xinjiang and the distribution of tourism resources, select the typical case of tourism industry and cultural industry development in Xinjiang. Through field visits to analyze the situation of its integration development, explain the different models of integration conditions, development reasons and achievements, for other states in Xinjiang tourism industry and cultural industry integration development to provide reference experience; Finally, based on the development of local tourism industry and cultural industry in Xinjiang, the author puts forward the countermeasures and suggestions of integration development with Xinjiang characteristics. Through research and analysis, the main conclusions are as follows: first, the study found that Xinjiang tourism industry and cultural industry lack of active integration power, the overall integration degree is low, indicating that Xinjiang tourism industry and cultural industry is still in the primary stage of integration; Second, the influence of cultural industry factors on tourism industry in Xinjiang is the number of employees of cultural institutions, the number of cultural institutions, the added value of cultural industry, and the influence of tourism industry factors on cultural industry from big to small is the number of star-rated hotels. Number of travel agencies, number of tourism employees, number of A-grade scenic spots, total number of visitors, total tourism income; third, At present, the typical areas and models of tourism industry and cultural industry in Xinjiang are as follows: "Turpan model" based on material and cultural heritage, and "Shihezi" model of military reclamation culture. The "Kashi mode" and the "Yili model" of the ecological leisure culture type are dominated by folk-custom culture. Fourthly, combined with the integration and development of tourism industry and cultural industry in the whole region, the paper puts forward the macroscopic view from three angles of government, consumer and enterprise, respectively. Meso, micro three different levels of countermeasures and suggestions.
