湖北省文化创意产业政策支持体系研究

【摘要】：在经济全球化的背景下，随着城市化、信息化进程的加快，文化创意产业已成为新世纪下最有发展潜力的新兴产业。许多国家和地区已将文化创意产业作为发展国家和地区经济的战略和支出产业。湖北省作为中部六省之一，在发展文化创意产业上具有历史基础和资源优势。目前，在国家大力发展文化创意产业的良好大趋势下，湖北省应充分利用自身优势，抓住历史机遇，发展文化创意产业，提高经济竞争力，通过有效的政策机制实现经济的战略转型。本文在全面分析国内外文化创意产业发展及其政策支持体系的基础上，阐述了创新、创意与软实力的基本内容，分析了文化创意产业及其内涵、性质与特征；论述了文化创意产业的基本理论，探讨了政策制定的基本过程和基本原则，从纵向和横向两个方面分析了政策的体系结构，，明确了文化创意产业发展中政策支持的作用与地位；分析了湖北省文化创意产业发展及政策支持的现状，剖析了在产业发展与政策体系方面存在的问题。在上述研究的基础上，本文提出了湖北省文化创意产业政策改进的着力点，并从从五个重要方面提出了文化创意产业支持政策构建措施，通过加强产业规划、建立健全资金支持体系、建立健全配套服务体系、建立健全人力资本支持体系，以及建立健全相关政策、法律法规保障机制等提出了具体的建议，从而构建起湖北省文化创意产业的政策支持体系。
[Abstract]:Under the background of economic globalization, with the urbanization and the acceleration of information process, cultural and creative industries have become the most potential emerging industries in the new century. Many countries and regions have taken cultural and creative industries as the strategy and expenditure industry for developing national and regional economy. As one of the six provinces in Central China, the culture and creative industries are developing culture. The creative industry has a historical basis and resource advantages. At present, under the good trend of the country's vigorous development of cultural and creative industries, Hubei province should make full use of its own advantages, seize the historical opportunities, develop cultural and creative industries, improve their economic competitiveness, and realize the strategic transformation of the economy through effective policy mechanisms.
On the basis of comprehensive analysis of the development of cultural and creative industries at home and abroad and their policy support system, this paper expounds the basic contents of innovation, creativity and soft power, analyzes the cultural and creative industries and their connotation, nature and characteristics, expounds the basic theories of cultural and creative industries, and probes into the basic process and basic principles of policy formulation. In the two aspects of the vertical and horizontal aspects, the system structure of the policy is analyzed, the role and status of policy support in the development of cultural and creative industries is clarified, the status of the development of cultural and creative industries and policy support in Hubei province is analyzed, and the problems existing in the industry development and policy system are analyzed.
On the basis of the above research, this paper puts forward the focus of the policy improvement of cultural and creative industries in Hubei Province, and puts forward the measures to build the support policy of cultural and creative industries from five important aspects. Through strengthening the industrial planning, establishing and perfecting the fund support system, establishing a sound set of service system and establishing a sound human capital support system, And put forward specific suggestions to establish and improve relevant policies, laws and regulations, and safeguard mechanism, so as to build up the policy support system of Hubei's cultural and creative industries.
