基于产业创新系统的文化产业效率评价研究

【摘要】：文化产业是以创造力为核心的朝阳产业，具有独创性、融合性强、产业链长、产业关联性大等特点，具有很强的产业技术溢出效应。同时，文化产业的发展可以带动其他相关产业的共同发展，产生综合的联动效应。近年来，我国政府高度重视文化产业的发展，提出了一系列促进文化产业发展的相关政策。20世纪90年代意大利学者Breschi和Malerba提出了产业创新系统理论，该理论是基于系统论、演化经济学和国家创新系统等理论发展起来的，之后有很多学者延续产业创新系统理论的研究，将产业创新系统理论广泛用于行业研究。本文从产业创新系统理论出发研究我国文化产业效率水平。首先，本文运用产业创新系统理论分析了文化产业创新系统构成要素，包括文化企业、其他参与者（高等学校、研究机构、金融机构等）、网络（创新网络、文化产业链、融合产业网络）、需求、政府、制度和系统运行与协同演进，并且基于产业创新系统视角分析了我国文化产业发展现状，分析表明我国文化企业门类较多，文化类上市公司近几年发展较快，但相比于其它产业上市公司数量较少；文化产业的创新网络体系具有复杂性；文化产业市场需求潜力大，，农村文化产业市场有待进一步开发；政府在文化产业发展中发挥了重要的作用，一些地方政府存在过分依赖政策现象；文化产业制度能够为文化产业发展建立约束机制与激励机制；各个要素的系统运行与协同演进效率较好，文化产业发展迅速，但是达到国家支柱产业仍有一段距离。其次采用文献分析法、理论分析法和专家咨询法等三种方法相结合，对文化产业效率指标进行筛选，构建了文化产业效率指标体系，接着根据文化产业创新系统理论和文献分析选取本文的效率研究方法为三阶段DEA。再次运用三阶段DEA对我国31个省市文化产业效率水平进行了实证分析，分析表明东部地区文化产业发展较好，中西部地区文化产业发展相对落后；与东部地区相比，中西部地区文化产业的发展更易受到环境因素的影响；GDP和人均文化娱乐消费支出对于文化产业发展呈现正向的作用；文化体育与传媒财政支出和文化事业费的支出对于文化产业发展呈现反向作用。最后针对文化产业发展存在的问题提出了相关建议。
[Abstract]:Cultural industry is a sunrise industry with creativity as its core. It has the characteristics of originality, strong integration, long industrial chain and great industrial relevance, and has strong industrial technology spillover effect. At the same time, the development of cultural industry can promote the common development of other related industries and produce a comprehensive linkage effect. In recent years, our government attached great importance to the development of cultural industry, and put forward a series of related policies to promote the development of cultural industry. In the 1990s, Italian scholars Breschi and Malerba put forward the theory of industrial innovation system, which is based on system theory. The theories of evolutionary economics and national innovation system have been developed. After that, many scholars have continued the research of industrial innovation system theory, and applied the theory of industrial innovation system theory to industry research extensively. This paper studies the efficiency level of China's cultural industry from the theory of industrial innovation system. First of all, this paper analyzes the elements of cultural industry innovation system, including cultural enterprises, other participants (institutions of higher learning, research institutions, financial institutions, etc.), network (innovation network, cultural industry chain, etc.) This paper analyzes the current situation of cultural industry development in China from the perspective of industrial innovation system, and shows that there are many categories of cultural enterprises in China. Cultural listed companies have developed rapidly in recent years, but compared with other industries, the number of listed companies is relatively small, the innovation network system of cultural industry is complex, the market demand of cultural industry has great potential, and the rural cultural industry market needs to be further developed. The government has played an important role in the development of cultural industry, some local governments have over-depended on policy, the system of cultural industry can set up the restraint mechanism and incentive mechanism for the development of cultural industry. The system operation and coordinated evolution of each element are efficient and the cultural industry is developing rapidly, but there is still a distance to reach the national pillar industry. Secondly, through the combination of literature analysis method, theoretical analysis method and expert consultation method, the index system of cultural industry efficiency is constructed. Then according to the theory of cultural industry innovation system and literature analysis, this paper selects the efficiency research method as three-stage DEA. Thirdly, using three-stage DEA to analyze the efficiency level of cultural industry in 31 provinces and cities in China. The results show that the cultural industry in the eastern region is developing better, while the cultural industry in the central and western regions is relatively backward, and compared with the eastern region, the development of cultural industry in the eastern region is relatively backward. The development of the cultural industry in the central and western regions is more susceptible to the influence of environmental factors. The GDP and the per capita expenditure of cultural entertainment consumption have a positive effect on the development of the cultural industry. The financial expenditure of culture, sports and media and the expenditure of cultural undertaking expense have a negative effect on the development of cultural industry. At last, the author puts forward some suggestions for the development of cultural industry.
