汉寿县文化资源的开发与利用研究

【摘要】：随着经济社会的发展,文化在经济发展中的战略地位日益显现。为适应文化战略地位的转变,各级政府纷纷兴起文化建设的浪潮,以本地区、本民族的文化发展作为地方经济发展的动力和目标。汉寿县位于湖南省西北常德市境内,属湘西地区,具有悠久的历史文化和丰富的文化资源。2011年汉寿县提出“文化强县”战略,希望通过近五年的努力建成文化汉寿。本文首先阐述了地方文化资源的内涵,并据此归纳了汉寿县文化资源的特点,和文化资源开发利用的具体措施。通过加强文化阵地,尤其是乡镇文化站的建设,突出文化资源的宣传,着重文化旅游项目的开发,加快人才队伍的培养等一系列措施,推动文化产业的发展和文化资源的开发利用。但由于思想观念、体制管理和经费保障等方面的限制,汉寿县文化资源的开发利用还存在着不少的问题。在分析了常德市鼎城区草坪镇文化的发展基础上,通过实地走访和调研,本文从政府的角度对汉寿县文化事业的经费投入、文化资源开发的整体规划、文化基础设施建设、基层文化活动中存在的问题进行了比较系统的分析,进而提出了具有针对性和操作性的思考和对策：通过职能定位和制定科学发展的规划,从而确立政府及其文化机构引导者的地位；同时健全资金投入机制,坚持以国家投入为主的基础上多渠道扩大自身积累；重视传统文化和旅游文化,着重开发生态旅游文化项目；调动人民群众开发利用文化资源的积极性,开展多种形式的群众文化活动,重视农民在文化发展中的主体作用。希望这些思考、对策能够为汉寿县文化资源的开发利用提供一定的借鉴和参考。
[Abstract]:With the development of economy and society, the strategic position of culture in economic development appears day by day. In order to adapt to the change of the strategic position of culture, the governments at all levels have raised the tide of cultural construction one after another, taking the cultural development of the local people as the motive force and goal of the local economic development. Hanshou County, located in Changde City, northwest of Hunan Province, is a region of western Hunan, with a long history and rich cultural resources. In 2011, Hanshou County put forward the strategy of "strong Cultural County", hoping to build a cultural Hanshou through nearly five years of hard work. This paper first expounds the connotation of local cultural resources, and then summarizes the characteristics of cultural resources in Hanshou County and the concrete measures for the development and utilization of cultural resources. Through strengthening the construction of cultural positions, especially the construction of township cultural stations, highlighting the publicity of cultural resources, emphasizing the development of cultural tourism projects, and speeding up the training of personnel, and so on, Promote the development of cultural industry and the development and utilization of cultural resources. However, there are still many problems in the development and utilization of cultural resources in Hanshou County due to the limitations of ideology, system management and fund guarantee. On the basis of analyzing the cultural development of Caoping Town in Dingcheng District of Changde City, through field visits and investigations, this paper, from the perspective of the government, puts funds into Hanshou County's cultural undertakings, the overall planning of the development of cultural resources, and the construction of cultural infrastructure. This paper makes a systematic analysis of the problems existing in the grass-roots cultural activities, and then puts forward some pertinent and operable thinking and countermeasures: through the function orientation and the formulation of the scientific development plan, In order to establish the role of the government and its cultural institutions as a guide; at the same time, to improve the investment mechanism, adhere to the national investment based on multi-channel expansion of their own accumulation, attach importance to traditional culture and tourism culture, Emphasis is placed on developing eco-tourism cultural projects, arousing the enthusiasm of the masses to develop and utilize cultural resources, carrying out various forms of mass cultural activities, and attaching importance to the main role of peasants in the development of culture. I hope these thoughts and countermeasures can provide some reference and reference for the development and utilization of cultural resources in Hanshou County.
