【摘要】：区域文化产业发展评价是客观认识其发展状况、科学制定发展政策的重要依据,同时也有助于提升区域文化产业的综合实力。陕西省是文化资源大省,但不是文化产业强省,文化产业发展处于起步阶段,与成为国民经济支柱性产业的目标尚有较大差距。科学、完整地评价陕西省文化产业发展,有助于充分认识其发展状况,提升其综合实力,同时对推动其他区域文化产业发展具有重要的现实意义和理论价值。文章在对国内外相关研究和相关理论梳理的基础上,以陕西省文化产业发展为研究对象,综合运用定性分析、定量分析、比较分析等方法对陕西省文化产业的整体发展状况以及各地市发展状况进行剖析。在此基础上,设计出陕西省文化产业发展评价指标体系,构建出陕西省文化产业发展评价模型。模型中运用因子分析法从时间序列角度对陕西省2005-2015年文化产业发展状况进行评价,得出陕西省文化产业的发展可以划分为两个阶段:2005年-2011年处于低水平徘徊阶段,2012年-2015年处于快速提升阶段;运用熵值法和数据包络分析法对陕西省各地市文化产业发展进行比较和评价,兼顾总体与效率,得出各地市所存在的优势与不足。基于评价和分析的结果,提出促进陕西省文化产业发展的对策建议:提高技术规模水平;增加公共投入力度;优化结构与布局;充分发挥资源特色与优势;加强区域间协调与合作;健全人才培养和引进机制。
[Abstract]:The evaluation of the development of regional cultural industry is an important basis for the objective understanding of its development situation and the scientific formulation of development policies, and also helps to enhance the comprehensive strength of the regional cultural industry. Shaanxi Province is a large province of cultural resources, but not a strong province of cultural industry, the development of cultural industry is in its infancy, and there is still a big gap with the goal of becoming a pillar industry of national economy. A scientific and complete evaluation of the development of cultural industry in Shaanxi Province is helpful to fully understand its development situation, to enhance its comprehensive strength, and to promote the development of other regional cultural industries, which has important practical significance and theoretical value. On the basis of combing relevant research and related theories at home and abroad, this paper takes the development of cultural industry in Shaanxi Province as the research object, synthetically applies qualitative analysis and quantitative analysis. Comparative analysis and other methods to analyze the overall development of cultural industry in Shaanxi Province as well as the development of each city. On this basis, the evaluation index system of cultural industry development in Shaanxi Province is designed, and the evaluation model of cultural industry development in Shaanxi Province is constructed. In the model, factor analysis was used to evaluate the development of cultural industry in Shaanxi Province from 2005 to 2015 from the perspective of time series. It is concluded that the development of cultural industry in Shaanxi Province can be divided into two stages: 2005-2011 is at a low level hovering stage, 2012-2015 is in a rapid upgrade stage; By using entropy method and data envelopment analysis method, this paper compares and evaluates the development of cultural industry in various cities of Shaanxi Province, and gives consideration to the overall and efficiency, and obtains the advantages and disadvantages of each prefecture and city. Based on the results of evaluation and analysis, this paper puts forward some countermeasures and suggestions to promote the development of cultural industry in Shaanxi Province: to improve the level of technological scale, to increase public investment, to optimize the structure and layout, to give full play to the characteristics and advantages of resources; Strengthen regional coordination and cooperation; improve the talent training and introduction mechanism.
