加快中国文化创意产业发展研究

【摘要】:这是一个创意经济的时代。当一个生命开始追求新的价值,当一个组织开始寻求新的生机,当一个产业开始探求新的拐点,当一个国家开始谋求新的发展,“创意”正在成为首要选择。它带来了新的经济增长点,全世界创意产业每天创造220亿美元价值,并以5%速度递增,有的国家增速更快,,美国达14%,英国为12%;它带来了一种生活方式的变化,符号价值和精神消费从传统理性选择向快乐性追求转变;它带来了一种新的“发展范式”,在宏观与微观层面上涵盖了经济、文化、科技和社会发展。短短十年,文化创意产业成为各个国家和地区颠覆传统经济发展模式、创新经济运行机制、优化产业结构、提升区域竞争力、引导现代生活方式、扩大就业、增加社会福祉、推动人类文化多样性的政策和战略选择。 2011年,中国人均GDP突破5,000美元,意味着文化消费进入“井喷式”需求时代,标志着中国经济增长方式、消费结构、产业结构、城市结构、社会结构以及科技进步都发生重大转折和变化。作为一种新兴的产业业态,文化创意产业在理论和实践方面尚处于探索和发展中,中国文化创意产业发展模式和运行机制成为本文的核心内容。 本文在文化创意产业发展的理论研究上,通过对国内外文化创意产业及相关理论研究文献的梳理和相近概念体系的辨析,厘清了文化创意产业基本内涵和外延、地位与作用;明确了现阶段中国文化创意产业发展模式是以企业为主导、以市场为导向、以人为本、以文化体制改革为动力、以数字和内容为媒介、以知识产权保障的发展模式;同时,探讨了中国文化创意产业发展在人才培养、知识产权保护、投融资、环境支持和产业评价等方面的运行机制。 在总结文化创意产业发展实践的同时,通过分析中国近些年统计数据及文化创意产业发展实践经验,找出了中国文化创意产业在产业规模、产业布局、产业结构、产品内容、文化贸易等方面存在的问题及观念、体制、机制和法律规章等方面障碍;通过对美国、韩国、英国、日本、新加坡、澳大利亚、香港、加拿大等国文化创意产业发展的成功经验分析,明确了中国文化创意产业发展的存在的差距和方向;最后有针对性地提出中国文化创意产业发展的政策建议。
[Abstract]:This is an era of creative economy. When a life begins to pursue new values, when an organization begins to seek new vitality, when an industry begins to seek a new inflection point, when a country begins to seek new development, "creativity" is becoming the first choice. It brought about a new growth point in the economy, and the creative industries around the world created $22 billion a day and grew at a rate of 5 percent. Some countries grew faster, 14 in the United States and 12 in the United Kingdom. It brought about a change in the way of life. Symbolic value and spiritual consumption change from the traditional rational choice to the pursuit of happiness, which brings a new "development paradigm", covering economic, cultural, scientific and technological and social development at the macro and micro levels. In a short span of ten years, the cultural and creative industries have become various countries and regions that have transformed the traditional economic development model, innovated the economic operation mechanism, optimized the industrial structure, enhanced the regional competitiveness, guided the modern way of life, expanded employment, and increased social welfare. Policies and strategic choices to promote human cultural diversity. In 2011, China's per capita GDP exceeded US $5000, which means that cultural consumption has entered an era of "blowout" demand, marking the pattern of economic growth, consumption structure, and industrial structure of China. Urban structure, social structure and scientific and technological progress have undergone major changes and changes. As a new industrial form, the cultural creative industry is still in the exploration and development in theory and practice. The development model and operation mechanism of Chinese cultural creative industry have become the core content of this paper. Based on the theoretical research on the development of cultural and creative industry, this paper clarifies the basic connotation and extension, status and function of cultural creative industry by combing the literature of domestic and foreign cultural creative industry and related theoretical research literature and discriminating the similar conceptual system. It is clear that the development mode of Chinese cultural and creative industry at present is enterprise-oriented, market-oriented, people-oriented, cultural system reform as the motive force, digital and content as the medium, and intellectual property protection. This paper probes into the operating mechanism of the development of Chinese cultural and creative industries in the aspects of talent training, intellectual property protection, investment and financing, environmental support and industrial evaluation. While summing up the development practice of cultural and creative industries, by analyzing the statistical data and practical experience of the development of cultural and creative industries in China in recent years, we find out the industrial scale, industrial layout, industrial structure, product content of Chinese cultural and creative industries. Cultural and trade problems, systems, mechanisms, laws and regulations and other obstacles; through the United States, South Korea, the United Kingdom, Japan, Singapore, Australia, Hong Kong, By analyzing the successful experiences of the development of cultural and creative industries in Canada and other countries, the author clarifies the gap and direction of the development of Chinese cultural and creative industries, and finally puts forward some policy suggestions for the development of Chinese cultural and creative industries.
