【摘要】：随着文化在综合国力的竞争中的地位和作用越来越凸显,各级政府都把发展文化产业作为重要战略。鄂尔多斯市作为少数民族地区,如何把握各种条件,大力发展文化产业,成为鄂尔多斯市政府面临的重要课题。本文对鄂尔多斯市发展文化产业的SWOT分析。鄂尔多斯市发展文化产业的优势包括文化产业消费需求增长,随着鄂尔多斯市经济发展水平、科技发展水平、文化和人民受教育的程度的不断提高,对文化消费的需求越来越强烈,文化产业发展空间巨大；文化产业的市场框架初步形成,随着鄂尔多斯市文化市场的日益发展,产业规模正不断壮大,文化市场体系已成为鄂尔多斯市市场经济体系的一个重要组成部分；鄂尔多斯市精神与时俱进,鄂尔多斯市精神对造就鄂尔多斯发展模式有着重要意义,也必将对鄂尔多斯市发展文化产业产生积极影响；积极进行发展文化产业的探索,各项地区性重大文化活动的成功举办,提升了鄂尔多斯的知名度和影响力,为发展文化产业提供了更多的契机和宝贵的经验。鄂尔多斯市发展文化产业的劣势在于计划经济体制的“路径依赖”,由于社会主义市场经济体制尚未完全建立起来,而市场经济文化的形成和发展要依赖于经济体制转轨的深化和市场经济模式的建立和完善,这就造成新旧两种社会体制、秩序规范和机制出现并存交替的局面；文化体制改革滞后,从整体上看,鄂尔多斯市文化产业体制转型滞后,滞后于经济体制改革,也滞后于全国文化体制改革进程,从体制层面制约了文化产业的发展与繁荣；非营利性组织发展空白,这对于政府把其承担的部分文化产品或服务供给职能让渡给非营利组织,形成政府与非营利组织良性互动和良好合作的善治模式是不利的；人才和科技资源的制约,唯有不断培养文化产业人才,推动促进文化产业发展的科技,才能适应国内外形势的变化,是实现文化产业的发展繁荣。鄂尔多斯市发展文化产业的机会在于良好的政策环境,特别是十七届六中全会关于文化体制改革的提出,为鄂尔多斯市发展文化产业营造了公平而有活力的市场环境,为不断加快区域性特色文化产业集群建设起到了积极的推动作用；国外文化产业发展的经验,日本、英国、美国、法国、韩国等国家在发展文化产业方面的经验值得学习和借鉴；后发优势明显,鄂尔多斯市历史文化资源丰富、民族文化积淀深厚,文化资源与经济的可渗透性强,可开发程度高。鄂尔多斯市发展文化产业的威胁在于囚徒困境和公共地悲剧,以鄂尔多斯市博物馆布局为例,现有布局对于各个旗区来讲有利于本地文化产业的发展,而对于鄂尔多斯市来讲则不利于从整体上把握文化产业的发展；“呼包鄂”地区内其他区域文化的冲击,在文化方面“呼包鄂”地区存在共性和个性,区域文化的异质性和独特性引发了区域文化之间各种形式的相互交流、相互渗透、相互融合；外来文化的冲击,经济的全球化不仅带来货物、服资本、人力等资源在国际间的流动,而且也带动了文化产业在全球范围的交流与合作,促成了文化的全球化,由此,总体上处于弱势地位的广大发展中国家,不仅在经济发展上面临严峻挑战,在文化发展上也面临严峻挑战。在此基础上,提出鄂尔多斯市发展文化产业的四维模式,高度上,树立创新战略和人才战略,提高文化产业竞争；宽度上,扶持非营利性组织发展,拓宽文化产业参与度；长度上,注重文化资源的保护和开发,延伸文化产业链条；时间上,加快文化产业改革步伐,提升文化产业发展速度。
