我国文化产业政策及其体系构建研究

【摘要】：当前,我国文化产业总体上呈现出蓬勃发展的良好态势,已成为推动社会主义文化大发展大繁荣的重要引擎和新的经济增长点。在我国文化产业的形成和发展过程中,政策促进产业发展的确起到了功不可没的作用。可以说,文化产业政策是促进我国文化产业发展的重要依托和根本保障。纵观以往,我国尽管制定了较多的文化产业政策,成绩斐然,但总体而言,依然存在政策设计缺乏整体性、制定缺乏针对性、取向具有偏向性、结构相对失衡等问题,使得政策的功能难以充分发挥、政策绩效受到影响。换言之,对我国文化产业政策的研究,依然存在需要亟待完善的空间。为解决上述问题,卓有成效地促进文化产业持续健康发展,必须进一步完善我国文化产业政策即构建面向未来的文化产业政策体系。这不仅十分必要,而且势在必行。本文以马克思主义理论为指导,运用政策学的相关基础理论,深入分析我国现行文化产业政策的实施效果,从而提出构建我国文化产业政策体系的基本框架和具体对策建议。本文在逻辑结构上,主体部分由六章内容所构成。第一章内容是“文化产业政策概述及其相关基础理论”。首先,阐述文化产业的概念及基本特征。其次,分析了文化产业政策的涵义、功能和作用,以及文化产业发展与文化产业政策的内在关联。最后,梳理并论述了文化产业政策的相关基础理论：马克思主义经典作家关于精神生产理论、中国马克思主义关于文化政策理论、国内外学者关于构建文化产业政策的理论观点。第二章内容是“我国文化产业政策实践历程、绩效与问题分析”。本章包括三部分：一是我国文化产业政策实践的历程及基本内容：二是我国文化产业政策实践的绩效分析；三是我国文化产业政策实践存在的主要问题及原因。第三章内容是“发达国家文化产业政策经验及其对我国的启示”。其一,梳理并阐述了发达国家文化产业政策实践的主要经验。其二,论述了发达国家文化产业政策实践对完善我国文化产业政策即构建我国文化产业政策体系的启示。第四章内容是“构建我国文化产业政策体系的依据及意义”。首先,界定文化产业政策体系的定义及构成要素。其次,分析了我国文化产业政策体系构建的依据及意义。第五章内容是“我国文化产业政策体系的框架内容及设计”。本章首先从六个方面阐述文化产业政策体系的框架内容,主要包括：政策体系的目标、政策体系的主客体、政策体系的范围、政策体系的结构、政策体系的工具、政策体系的过程。其次,探讨了我国文化产业政策体系设计的基本要求及制约因素。第六章内容是“构建我国文化产业政策体系的原则与对策建议”。本章论述了构建我国文化产业政策体系必须遵循的五项原则并提出了具体的对策建议。
[Abstract]:At present, China's cultural industry has shown a good trend of flourishing development, which has become an important engine and a new economic growth point to promote the development and prosperity of socialist culture. In the process of the formation and development of our cultural industry, the policy of promoting industrial development has played an indispensable role. Strategy is the important support and fundamental guarantee for promoting the development of China's cultural industry.
In the past, although many cultural industry policies have been made, our country has made great achievements, but in general, there is still a lack of overall policy design, the lack of pertinence, orientation, and the relative imbalance of the structure, which make the function of the policy difficult and the policy performance affected. In other words, the cultural industry in our country. Policy research still needs room for improvement.
In order to solve the above problems, it is very effective to promote the sustainable and healthy development of cultural industry. We must further improve the policy of cultural industry in our country, that is, to build a policy system of cultural industry for the future. It is not only necessary but imperative. This paper, guided by the theory of Marx doctrine, makes a thorough analysis of the basic theory of policy science. The implementation effect of China's current cultural industry policy is put forward, and the basic framework and specific countermeasures for constructing the policy system of China's cultural industry are put forward.
In the logical structure, the main part consists of six chapters.
The first chapter is "the overview of cultural industry policy and its related basic theory". First, the concept and basic characteristics of cultural industry are expounded. Secondly, the connotation, function and function of cultural industry policy are analyzed, and the internal relationship between cultural industry development and cultural industry policy is also discussed. Basic theory: the theory of spiritual production by the classic Marx writers, the theory of cultural policy in Chinese Marx doctrine, and the theoretical views of scholars at home and abroad on the construction of cultural industry policy.
The second chapter is "China's cultural industry policy practice, performance and problems analysis". This chapter includes three parts: first, the course and basic content of China's cultural industry policy practice: two is the performance analysis of China's cultural industry policy practice; three is the main problems and reasons for the practice of China's cultural industry policy.
The third chapter is "the experience of the developed country's cultural industry policy and Its Enlightenment to our country". First, it combs and expounds the main experience of the practice of cultural industry policy in developed countries. Secondly, it discusses the Enlightenment of the practice of the cultural industry policy in developed countries to improve our cultural industry policy, that is, the construction of our cultural industry policy system.
The fourth chapter is "the basis and significance of constructing China's cultural industry policy system". First, it defines the definition and elements of the cultural industry policy system. Secondly, it analyzes the basis and significance of the construction of China's cultural industry policy system.
The fifth chapter is the content and design of "China's cultural industry policy system". This chapter first expounds the framework of the cultural industry policy system from six aspects, including the objectives of the policy system, the subject and object of the policy system, the scope of the policy system, the structure of the policy system, the tools of the policy system, and the policy system. Secondly, it discusses the basic requirements and constraints of China's cultural industry policy system design.
The sixth chapter is "the principles and Countermeasures for the construction of China's cultural industry policy system". This chapter expounds the five principles that must be followed in the construction of China's cultural industry policy system and puts forward specific countermeasures and suggestions.
