我国文化产业国际竞争力实证研究

【摘要】:十八大报告提出了我国要“扎实推进社会主义文化强国建设”,进一步提高文化的整体水平,提升竞争力的要求。并提出了文化产业发展要以全面快速的发展文化为目标,建立健全相关文化制度,对大型公共文化工程项目要敢于投入,抓质量关,建立健全公共文化服务体系;要适应时代,促进科技文化相结合;对于刚出现的文化业态要大力发展,,使有规模、有技术的企业获得良好的发展环境,建立新时代传播体系,加强传播手段;要进一步开放文化领域,借助外国优良文化发展成果,实现我国更好更快的发展。2012年11月29日,中共中央总书记习近平在带领新一届中央领导集体参观中国国家博物馆“复兴之路”时,提出了“中国梦”的概念。这些为大力发展文化产业创造了先决条件。因为若要实现文化的发展,必须建设相应的文化产业,在建立完善文化产业的基础上,才能更好的实现“中国梦”。在文化全球化、文化产业全球化趋势日益明显的前提下,尽快、有效的提升我国文化产业国际竞争力是文化产业发展的必由之路。 文化产业是指以市场手段满足人们精神文化需要为目的的,应用复制技术,按照工业标准生产、再生产、存储以及分配文化产品和服务的经济体系。文化产业的兴起体现了经济规则向文化领域的延伸,是人们精神文化需要进一步高涨、社会分工进一步深化、文化的生产和传播方式力求突破的表现。文化产业具有高外部性、高风险高收益性和高收入弹性的特点。这是我们进行文化产业国际竞争力研究的理论起点。其次,基于文化产业具体内容和属性特点,全面概括在国际竞争力方面,文化产业的具体内涵,指出文化产业国际竞争力是指能体现相关产业和支持产业发展状况、国内需求等条件的,以国际市场的获取能力和利润实现能力为表现的资源整合能力。这一内涵厘清了文化产业国际竞争力的来源和表现形式。在此基础上,提出了包括竞争力表现、基础竞争力和环境竞争力三个部分组成的双环理论模型,架构了包括七个因素的分析框架,构建了囊括三个板块、6个要素层,18个具体指标的指标评价体系。 在完善理论基础的基础上,在国际竞争力方面,具体评价了世界上具有代表性的9个国家的文化产业。基于文化产业以及采集数据的特点,本次评价采用灰色关联度这一分析方法进行评价。首先,提出每个指标的最优值建立参考数列,根据数据特点进行无量纲化处理,根据各个指标对国际竞争力的影响分配权重并计算关联系数和最终关联度,最后根据最终关联度得出竞争力排序。依据计算9个国家文化产业国际竞争力的排序为美国、德国、英国、澳大利亚、日本、中国、法国、韩国、印度。在此基础上,指出我国文化产业国际竞争力具有竞争力提升迅速、整体竞争实力偏弱、竞争力结构不均衡的特点,并对形成原因进行了分析。 在竞争力分析的基础上,对提升文化产业国际竞争力提出政策建议。本文从宏观、中观和微观三个层面提出建议。从宏观角度出发,指出要完善文化产业管理制度,进一步提升我国文化产业的国际竞争力;从中观角度出发,指出要加强文化市场体系建设,进一步强化市场环境条件,从而实现文化产业国际竞争力的提升;从微观角度出发,提出应该加强企业内部改革,培养文化产业经营管理人才,为我国文化产业国际竞争力的提升提供微观基础和人才支撑。
[Abstract]:The report of the 18th National Congress put forward that China wants to " push forward the construction of the strong nation of the socialist culture " , further improve the overall level of culture and improve the competitiveness . It also puts forward that the development of the cultural industry should aim at a comprehensive and rapid development culture , establish and perfect the relevant cultural system , invest in the large - scale public cultural project , seize the quality and establish a sound public culture service system ;
To adapt to the times , promote the combination of science and technology culture ;
It is necessary to develop a new era ' s communication system and strengthen the means of communication .
On November 29 , 2012 , Xi Jinping , the general secretary of the Central Committee of the Communist Party of China , presented the concept of " China dream " when leading the new central leadership to visit the " road of revival " of the Chinese National Museum .
The cultural industry refers to the economic system which aims at satisfying people ' s spiritual and cultural needs by means of market means . The rise of the cultural industry reflects the extension of the economic rule to the cultural field . It is the theoretical starting point for the research on the international competitiveness of the cultural industry .
On the basis of improving the theoretical foundation , in the aspect of international competitiveness , the paper evaluates the cultural industry of nine countries in the world . Based on the characteristics of the cultural industry and the collection data , this paper evaluates the grey relational degree . First , the paper points out that the international competitiveness of China ' s cultural industry has the characteristics of fast competition , weak overall competitive strength and uneven competitive structure .
Based on the analysis of competitiveness , this paper puts forward some suggestions on improving the international competitiveness of cultural industry . From the macro perspective , it points out that we should perfect the management system of cultural industry and further enhance the international competitiveness of the cultural industry in our country .
From the perspective of meso - view , it is pointed out that we should strengthen the construction of cultural market system and further strengthen the market environment conditions , so as to realize the promotion of the international competitiveness of the cultural industry ;
From the viewpoint of micro - angle , it is proposed to strengthen the internal reform of the enterprise , train the management talents of the cultural industry , and provide the micro - foundation and talent support for the promotion of the international competitiveness of the cultural industry in China .
