国有文化经济战略性调整研究

【摘要】:我国文化体制改革进入攻坚克难的深水区。面对国有文化经济存在的战略定位不够清晰,结构不合理,资本布局过宽、条块分割、资源碎片化严重,以及缺乏竞争力、整体效益不高等深层次问题,要站在新的历史起点上进一步创新改革思路,明确国有文化企业的公共文化企业定位和国有文化经济的公益性文化经济定位,从建设社会主义文化强国的战略高度出发,以整体和动态的眼光看待国有文化经济,把以经营性文化事业单位转企改制为重点的改革思路,转变到以国有文化经济战略性调整为重点、从国有文化资产的产权管理上升到国有文化资本的战略管理、从整体上搞活做强国有文化经济、发展开放性混合结构的文化经济的轨道上来。
[Abstract]:The reform of Chinese cultural system has entered the deep water area. Faced with the strategic orientation of the state-owned cultural economy is not clear enough, the structure is unreasonable, the distribution of capital is too wide, the fragmentation of resources is serious, and the lack of competitiveness, the overall efficiency is not high, and so on. Standing at a new historical starting point, we should further innovate our reform ideas, define the orientation of the public cultural enterprises of the state-owned cultural enterprises and the public welfare cultural and economic orientation of the state-owned cultural economy, and proceed from the strategic height of building a socialist cultural power. To look at the state-owned cultural economy from a holistic and dynamic perspective, and to change the reform thinking that focuses on the transformation of operating cultural institutions into enterprises, to focus on the strategic adjustment of the state-owned cultural economy, From the property right management of the state-owned cultural assets to the strategic management of the state-owned cultural capital, the track of invigorating and strengthening the state-owned cultural economy as a whole and developing the open mixed structure of the cultural economy is put forward.
