陕西省振兴文化产业决策形成机制研究

【摘要】：近些年来随着经济的发展以及社会的不断进步,文化产业逐渐的成为了国家重点关注的领域,也成为了经济时代对于人类发展的新要求。而在我国的文化产业发展中,虽然文化产业在经济时代所凸显出来的巨大潜力被人们逐渐所知,但是在现阶段,人们对于发展文化产业的重要性还没有得到足够的认识,人们对于文化产业发展的研究还仅仅是停留在定性的阶段,特别是对于文化产业决策的相关机制研究还并不是很多。因此,对于我国的经济发展来讲,进行文化产业决策机制的研究,探索文化对经济发展的拉动力,让其能够发挥巨大的潜力,促进我国社会经济更好的发展也就成为了新时代赋予经济发展的一个重要任务,也成为了我国政府以及相关部门应该不断去探究的一个重点课题。从另一方面来讲,近些年来随着我国政治体制改革的深入与社会主义市场经济的发展,政府管理职能日益庞杂,从而致使政府决策的范围和难度也相应愈益扩大,政府决策的地位与作用也相应的更加凸显,由此也对政府决策机制的优化提出了更为迫切的要求。基于此,本文在研究中主要以陕西省的文化产业为主要的切入点以及研究对象,通过对文化产业相关概念以及理论基础的界定与分析,对陕西省发展文化产业及其决策机制发展中存在的问题进行了分析,并以此为基础从政府职能以及政府的定位方面提出了相关的决策的建议,以此为陕西省文化产业决策机制的改进提供一些思想及实践方面的经验与建议,促进我国陕西省文化产业事业更好的发展。
[Abstract]:In recent years, with the development of economy and social progress, cultural industry has gradually become the focus of national attention, and has become a new requirement for human development in the economic era. In the development of cultural industry in China, although the great potential of cultural industry in the economic age has been gradually known, at the present stage, people have not been fully aware of the importance of developing cultural industry. People's research on the development of cultural industry is only in the qualitative stage, especially for the cultural industry decision-making mechanism is not much. Therefore, for the economic development of our country, it is necessary to study the decision-making mechanism of the cultural industry, to explore the pull force of culture on economic development, so that it can bring into full play its enormous potential. To promote the better development of China's social economy has become an important task entrusted to the economic development in the new era, and has also become a key topic that our government and related departments should constantly explore. On the other hand, with the deepening of China's political system reform and the development of the socialist market economy in recent years, the functions of government management have become increasingly complex, thus resulting in the increasing scope and difficulty of government decision-making. The position and function of government decision-making are also more prominent, which puts forward more urgent requirements for the optimization of government decision-making mechanism. Based on this, this paper mainly takes the cultural industry of Shaanxi Province as the main breakthrough point and research object, through the definition and analysis of the related concepts and theoretical basis of the cultural industry. Based on the analysis of the problems existing in the development of cultural industry and its decision-making mechanism in Shaanxi Province, the paper puts forward some relevant suggestions from the aspects of government functions and the orientation of the government. In order to improve the decision-making mechanism of cultural industry in Shaanxi Province, this paper provides some experience and suggestions in thinking and practice, and promotes the better development of cultural industry in Shaanxi Province.
