西藏艺术团体管理体制改革研究

【摘要】:随着西藏经济社会的跨越式发展不断推进,随着西藏广大人民群众生活水平的不断提高,西藏文化领域正面临着前所未有的严峻考验,文化行政部门的政府职能转变也迫在眉睫,艺术团体管理体制的改革问题也将全面铺开。 本文主要论述了西藏艺术团体管理体制改革问题。试图从总体上梳理分析国内外艺术团体管理体制改革的研究现状,从而明确提出西藏艺术团体管理体制改革的研究现状、意义和方法;从西藏艺术团体的发展和改革历程出发,梳理西藏艺术团体管理体制的种种现实,探讨其独特的发展历程和管理体制与机制中的特殊之处;从西藏艺术团体面临的现实困境出发,深入剖析计划经济体制的桎梏、对改革的认识不统一、专业队伍建设落后等问题给西藏艺术团体管理体制改革带来的困境;从西藏艺术团体的实际情况出发,借鉴国内外艺术团体管理体制改革的先进经验,抓住改革的关键环节,实现政府行政力的再规范、着力打造自身文化品牌、大力实施“走出去”战略、建立管理相对独立的新体制,提出构建未来西藏艺术团体管理体制基本模式的策略和建议。 通过对西藏文艺团体管理体制改革的研究,使西藏文化主管部门根据全国文化体制改革的总体要求,结合自身实际情况,按照稳步推进的思想方针,根据“政府扶持、转换机制、面向市场、增强活力”的发展思路,确定改革的指导思想和总体目标,进行分门别类地扶持一批、改制一批、重组一批,引导他们树立“早改早主动、晚改被动、不改没有出路”的思想,着力在文化资源的优化重组、合理配置,人才队伍的科学培养上下功夫。打破目前西藏文艺团体普遍存在的管理机制、用人机制、艺术生产、艺术表演机制、奖惩制度等方面存在的“大锅饭”现象,从改革中探索出一套符合西藏实际的艺术团体管理体制。
[Abstract]:With the development of Tibet's economy and society by leaps and bounds, and with the continuous improvement of the living standards of the broad masses of the Tibetan people, the Tibetan cultural field is facing an unprecedented severe test. The transformation of government functions of cultural administrative departments is urgent, and the reform of the management system of art organizations will also spread out in an all-round way. This paper mainly discusses the reform of Tibetan art organization management system. This paper tries to analyze the present situation of the research on the reform of the management system of the art groups at home and abroad, and then puts forward the research status, significance and methods of the reform of the management system of the artistic groups in Tibet. Starting from the development and reform of Tibetan art organizations, this paper combs the various realities of Tibetan art organizations' management system, and probes into its unique development process and special points in its management system and mechanism. Starting from the realistic predicament that Tibetan art organizations are facing, this paper deeply analyzes the shackles of the planned economy system, the different understanding of the reform, the backward construction of the professional team, and so on, which brings difficulties to the reform of the management system of the Tibetan art organizations. Proceeding from the actual situation of Tibetan art organizations, drawing lessons from the advanced experience in the reform of the management system of art groups at home and abroad, seizing the key links of the reform, realizing the re-standardization of the government's administrative power, and focusing on building its own cultural brand, Carrying out the strategy of "going out", establishing a new system of relatively independent management, and putting forward the strategies and suggestions of constructing the basic mode of the management system of Tibetan art groups in the future. Through the study of the reform of the management system of Tibetan literary and art organizations, the competent Tibetan cultural departments can, in accordance with the overall requirements of the national cultural system reform, in accordance with their own actual conditions, in accordance with the principle of steadily advancing their ideas and principles, and in accordance with the "support of the government," To change the mechanism, to face the market, to enhance the vitality of the development train of thought, to determine the guiding ideology and the overall goal of the reform, to carry out a number of support in categories, to reform the system in a batch, to reorganize one batch, and to guide them to establish "early reform early initiative, late change passivity," We should focus on the optimization and reorganization of cultural resources, rational allocation and scientific training of talents. To break the existing phenomenon of "big pot rice" in the aspects of management mechanism, employment mechanism, art production, art performance mechanism, reward and punishment system and so on, which are prevalent in Tibetan literary and art organizations. From the reform, we have explored a set of management system of artistic groups in line with the reality of Tibet.
