西安市文化产业人力资源开发研究

【摘要】:以创意、创新、高技术和可持续为特征的文化产业,被誉为21世纪的“朝阳产业”,党的十七届六中全会适时的提出了加快发展文化产业的战略目标。近年来,西安市文化产业发展迅速,已成为经济发展的支柱性产业。在西安市文化产业迅速发展的同时,其人力资源的短板逐渐凸显,文化产业人力资源的数量与质量直接影响了西安市文化产业可持续性发展。 论文从西安市文化产业发展现状出发,对西安市文化产业发展现状、文化产业人力资源开发环境、人力资源现状及其开发现状进行深入的文献研究和调查研究;从政府机构、企业组织、教育科研等三个宏微观主体进行研究,并选定影响因子,运用灰色系统的理论和思想,通过实证分析,找出影响人力资源开发的关键因素,研究结果显示,在西安市文化产业人力资源开发中,培训的作用最大,文化传媒支出、科学技术支出、专利及产权的保护对人才的开发作用明显,教育支出、每万人大学生人数对人才的培养具有重要作用,工资薪酬的激励作用有待于进一步提高;依据近几年西安市文化产业人力资源的统计数据,运用灰色系统原理,建立GM(1,1)模型,对西安市文化产业人力资源需求数量进行预测分析,发现未来西安市文化产业的人力资源需求较大,应适时的制定出文化产业人力资源开发和人才引进的政策。 为了促进西安市文化产业发展,西安市需要转变政府职能,重视文化产业人力资源开发,制定文化产业人才培养及引进策略,加大文化产业人力资源开发的投入;文化企业需要加大薪酬的激励作用,制定市场化的薪酬体系;采取切实的培训措施,重视人力资源的培训开发;积极加快区域经济发展,加强科技人才的培养,,形成人才集聚效应。
[Abstract]:The cultural industry, characterized by creativity, innovation, high technology and sustainability, is regarded as the "sunrise industry" in the 21st century. The sixth Plenary session of the 17th Central Committee of the CPC put forward the strategic goal of accelerating the development of cultural industry. In recent years, Xi'an cultural industry has developed rapidly and has become the pillar industry of economic development. With the rapid development of cultural industry in Xi'an, the shortage of human resources is gradually highlighted. The quantity and quality of human resources in cultural industry have a direct impact on the sustainable development of cultural industry in Xi'an. Starting from the current situation of cultural industry development in Xi'an, this paper makes a deep literature study and investigation on the current situation of cultural industry development, the human resource development environment, the human resource status and the current development situation of cultural industry in Xi'an. From the three macro and micro subjects of government organization, enterprise organization, education and scientific research, and select the influence factors, apply the theory and thought of grey system, through the empirical analysis, find out the key factors that affect the development of human resources. The results show that training plays the most important role in the human resource development of cultural industry in Xi'an. The expenditure of cultural media, science and technology, the protection of patents and property rights, and the expenditure on education are obvious. The number of students per ten thousand students plays an important role in the cultivation of talents, and the incentive effect of salary and salary needs to be further improved. Based on the statistical data of human resources of cultural industry in Xi'an in recent years, the GM (1 ~ 1) model is established to predict and analyze the demand for human resources of cultural industry in Xi'an by using the principle of grey system. It is found that there is a great demand for human resources in the cultural industry in Xi'an in the future, and the policies of human resource development and talent introduction in the cultural industry should be formulated in good time. In order to promote the development of cultural industry in Xi'an, Xi'an needs to change the functions of the government, attach importance to the development of human resources in cultural industry, formulate the strategy of cultivating and introducing talents in cultural industry, and increase the investment in the development of human resources in cultural industry. Cultural enterprises need to strengthen the incentive role of compensation, establish a market-oriented compensation system, take practical training measures, attach importance to the training and development of human resources; Speed up the development of regional economy, strengthen the cultivation of scientific and technological talents, and form the effect of talent agglomeration.
