金融危机背景下中国文化贸易的发展对策研究

随着经济全球化和各国文化交流的加深,文化贸易在全球范围内迅速发展并改变着传统的经济形式,对世界格局、经济发展趋势产生着重要影响,已经成为推动经济增长、培育创新能力、增强国家、地区综合竞争力的重要因素,日益引起国际社会的关注并成为国际贸易竞争的新领域。从文化贸易自身来看,由于文化贸易所涉及的交易对象是文化商品和服务,而文化商品和服务传达着观念、价值和生活方式,因而与其他贸易相比,文化贸易更敏感,更具有渗透力,会在思想意识形态方面对输入国消费者产生影响。此外,文化商品和文化服务的外部性、社会公益性以及文化产业与信息等其他产业的共融性等特点都使得文化贸易与一般的贸易形式有着很大的不同。文化贸易的特殊性决定了它在一国国际贸易中的敏感地位和重要性。因此如何利用好现有的贸易规则,积极灵活地发展文化贸易,对所有国家特别是发展中国家具有重大的战略意义。在发达国家,如美国和日本,文化贸易已经成为经济发展的重要引擎。自1996年以来,美国的文化产业就超过航天工业成为第一大出口创汇产业;英国文化产业也已发展到相当大的规模,到2001年,文化产业所创造的年产值接近900亿英镑,超过了任何一种传统制造业所创造的...
