【摘要】:随着长江通航量的日益增大,水上交通事故率也越来越高。高效的应急资源调度是长江航运安全的重要保证,快速合理的调度可以显著提升应急救援的时效性和资源利用率。但是目前应急资源调度的研究大都基于陆路环境,无法很好的适用到长江重点航段水陆地理中,并且调度的优化目标比较单一,大多以应急时间或救援成本为目标。 围绕上述问题,本文基于长江重点航段水陆地理环境从应急资源组合规划和资源运输两方面展开应急资源调度研究,具体内容如下: (1)研究长江重点航段应急资源调度背景。分析长江重点航段的事故类型和险情,应急资源需求以及布局,构建长江水陆地理环境网络图,作为本文的主要数据源,并抽离出问题的输入数据和输出数据。 (2)建立长江重点航段应急资源调度模型。分析常见的两阶段模型和两目标模型,加入应急机构级别考量因素,,建立改进的长江重点航段应急资源调度T-N-L模型。考虑到长江突发事故应急救援的时效、成本和质量,T-N-L模型以最短应急时间、最少出救点数目和最高应急机构级别为优化目标。 (3)求解长江重点航段应急资源调度模型。T-N-L模型是多目标带约束条件的模型。分析多目标优化的理想点决策法、非劣解法和评价函数法,将T-N-L模型通过线性加权和法转化为单目标优化,并采用遗传算法求解。大多数的遗传算法使用直接罚函数法处理约束条件,这种方法中必须设置合适的惩罚参数数量值才能有较好的效果,然而找到适当的惩罚参数将搜索收敛到可行最优解是十分困难的。本文采用一种基于罚函数而不需要任何惩罚参数的约束处理方法。 (4)应用长江重点航段应急资源调度模型。通过长江武汉段的数据验证T-N-L模型的合理性和先进性,并应用到设计实现的长江重点航段应急资源调度系统中。
[Abstract]:With the increasing traffic volume of the Yangtze River, the accident rate of water transportation is also increasing. Efficient emergency resource scheduling is an important guarantee for the safety of shipping in the Yangtze River. Rapid and reasonable scheduling can significantly improve the efficiency of emergency rescue and resource utilization. However, most of the research on emergency resource scheduling is based on land environment, which can not be well applied to the land and water geography of the key section of the Yangtze River. And the optimization goal of scheduling is relatively single, most of them aim at emergency time or rescue cost. According to the above problems, this paper studies emergency resource scheduling from two aspects: emergency resource combination planning and resource transportation based on the water and land geographical environment of the key navigation section of the Yangtze River. The specific contents are as follows: 1) study the background of the emergency resource scheduling in the key section of the Yangtze River, analyze the type and danger of the accident, the demand and layout of the emergency resources, and construct the network map of the land and water environment of the Yangtze River. As the main data source of this paper, and extract the input data and output data of the problem. Second, establish the emergency resource scheduling model of the key section of the Yangtze River, analyze the common two-stage model and two-objective model, and add the consideration factors of the emergency organization level. An improved T-N-L model for emergency resource scheduling in the key section of the Yangtze River is established. Considering the time limit, cost and quality of the emergency rescue of the Yangtze River emergency response, the T-N-L model is based on the shortest emergency time. The minimum number of rescue points and the highest level of emergency agencies are optimal targets. The T-N-L model is a multi-objective model with constraints. The ideal point decision method, non-inferiority solution and evaluation function method for multi-objective optimization are analyzed. T-N-L model is transformed into single objective optimization by linear weighted sum method and solved by genetic algorithm. Most genetic algorithms use direct penalty function method to deal with constraints. In this method, the appropriate number of penalty parameters must be set in order to have a better effect. However, it is very difficult to find the appropriate penalty parameter to converge to the feasible optimal solution. In this paper, a constraint processing method based on penalty function without any penalty parameter is used. 4) applying the emergency resource scheduling model of the key section of the Yangtze River to verify the rationality and advanced nature of the T-N-L model through the data of Wuhan section of the Yangtze River. And applied to the design and implementation of the Yangtze River key section emergency resource scheduling system.
