大型储罐安装工程项目安全风险管理研究

【摘要】:中国经济的快速发展吸引越来越多的制造业跨国公司进入中国市场,而大型进口储罐作为生产工艺中的一部分,尺寸宽、自重大、科学技术难度及安装要求较高;在其项目施工过程中,涉及的施工承包商多、人员构成复杂;涉及到土建、水电气、吊装、焊接等多工种的协同作业;涉及到高处作业和起重吊装高风险作业多的施工特点,给施工安全管理带来很大的难度。本文在应用项目安全风险管理的方法和理论,结合U公司热压罐安装工程项目的实际案例,对施工过程存在安全风险进行研究。一是对大型罐体安装工程项目施工过程中主要安全风险进行识别;二是采用两种定性和定量相结合的办法--风险矩阵法和作业条件危险性评价法(格尼厄姆一金尼法或LEC法)对实际存在的安全风险进行分析、评价;三是通过风险控制技术和制定安全风险管理检查表来推动和加强安全风险管理,实现降低安全风险的目的。本文的特色。一是通过头脑风暴法,现场检查,列举出作业活动中可能面临的所有的安全风险,将其细化为便于识别的内容,建立风险数据清单。风险数据清单主要由类别、风险内容、潜在风险的说明和需要采取的控制措施组成。为下一步风险信息的分析与识别奠定基础,保证风险识别系统化、规范化、简单易行;二是建立了以风险识别、评价、防范、控制为内容的大型罐体安装工程项目定性与定量相结合的安全风险评价体系,改变了以往风险评价方法和指标单一,内容不完整的局面,使类似项目风险评价方法更加科学符合实际,内容更加充实完整;三是通过风险控制技术和制定安全风险管理检查表实现了对风险全过程、全方位的控制,解决了以往风险防范上过于专一,不能全面系统控制风险的问题。
[Abstract]:The rapid development of Chinese economy attracts more and more manufacturing multinational companies to enter the Chinese market, while large import storage tanks as a part of the production process, the size of the wide, self-important. The difficulty of science and technology and the requirements of installation are high; In the construction process of the project, there are many construction contractors involved, and the composition of the personnel is complex; Related to civil engineering, water and electricity, hoisting, welding, and other multi-types of collaborative work; This paper applies the method and theory of project safety risk management to the construction safety management, which involves the construction characteristics of high altitude operation and hoisting high risk operation, and brings great difficulty to the construction safety management. Combined with the actual case of the hot pressing tank installation project in U Company, the safety risk in the construction process is studied. One is to identify the main safety risks in the construction process of the large tank installation project; Two kinds of qualitative and quantitative methods, risk matrix method and operational condition risk assessment method (Gneem Kinney method or LEC method) are used to analyze and evaluate the actual safety risks. The third is to promote and strengthen the safety risk management through the risk control technology and to establish a safety risk management checklist to achieve the purpose of reducing the safety risk. The first is the brainstorming method and on-site inspection. Enumerate all the security risks that may be faced in the operation activities, refine them into easily identifiable contents, and establish the risk data list. The risk data list mainly consists of categories and risk contents. The description of the potential risk and the composition of the control measures to be taken. It lays a foundation for the analysis and identification of the next step risk information, and ensures the systematization, standardization and simplicity of the risk identification. The second is to establish a safety risk evaluation system which combines qualitative and quantitative analysis of large tank installation project with risk identification, evaluation, prevention and control, which changes the former risk assessment method and single index. The incomplete content makes the risk evaluation methods of similar projects more scientific and practical, and the content is more substantial and complete; Thirdly, the whole process of risk is controlled through risk control technology and safety risk management check table, which solves the problem that the risk prevention is too specific and can not be controlled systematically in the past.
