镇江市地方海事局水上搜救应急指挥管理系统研究

【摘要】:随着水运市场的持续繁荣发展,水上交通事故也在不断地增加。尽管近些年来海事部门不断提高对于水上交通事故的管理水平和监管力度,但事故发生率仍处于较高水平,伴随而来的是水上搜救任务不断加重,搜救要求不断提高,政府搜救部门面临的情况也更加复杂化。镇江市作为万里长江与京杭运河的交汇地,船舶流量密集。针对镇江水域突发事故的特点,本文对镇江市地方海事局水上搜救应急指挥管理系统进行了开发研究。 本文借鉴了国内外水上搜救应急管理的经验,结合镇江市当地的实际情况,在充分了解用户需求的基础上,首先,确定了系统设计目标,并进行了系统需求分析,包括用户对象需求、功能需求、性能需求分析;其次,对系统进行了总体设计,包括系统开发平台的选择、系统开发的软硬件配置及网络配置、系统代码体系设计、系统网络架构、系统逻辑架构、系统的各子系统功能设计等;然后,从业务流程、模块构成、体系结构三个方面开展了系统的详细设计,在此基础上,进行了数据库设计,其中包括水域资源库、重点目标库、应急资源库、系统业务库,并对具体业务功能实现所需的数据层进行了逻辑表结构设计;最后,基于EV-Globe平台,选用C#为开发语言,采用B/S模式开发实现了镇江市地方海事局水上搜救应急指挥管理系统。 系统开发完成后,在镇江市地方海事局进行了应用,应用结果表明,该系统能实现海事专题资源的数字化管理和三维展现、车辆船舶的动态监控、水上交通安全预警、应急事故响应指挥调度与分析等功能,从而使镇江市地方海事局在面对水上突发事故时,能够及时接收警报、处理警报,准确定位水上突发事故地点,形成调度预案,进行总体调度指挥,提高水上搜救的应急反应速度,增强应对水上突发事件的整体能力,最大限度保障人民群众的生命财产安全,促进镇江经济发展。
[Abstract]:With the continued prosperity and development of the waterway transportation market, the number of waterborne traffic accidents is also increasing. Although the maritime sector has continuously improved its management and supervision of waterborne traffic accidents in recent years, the incidence of accidents is still at a relatively high level. This has been accompanied by an ever-increasing search and rescue mission on the water, increased search and rescue requirements, and a more complicated situation faced by the government search and rescue departments. Zhenjiang City is the intersection of the Yangtze River and the Beijing-Hangzhou Canal, a city that meets thousands of miles of the Yangtze River and the Beijing-Hangzhou Canal. In view of the characteristics of sudden accidents in Zhenjiang waters, the emergency command and management system of search and rescue on water of Zhenjiang Local Maritime Bureau is developed and studied in this paper. This paper draws lessons from the experience of water search and rescue emergency management at home and abroad, combined with the actual situation of Zhenjiang city, on the basis of fully understanding the needs of users, first of all, determines the design objectives of the system, and analyzes the system requirements. It includes user object requirement, function requirement and performance requirement analysis. Secondly, the overall design of the system is carried out, including the selection of the system development platform, the configuration of software and hardware and network configuration of the system development, the design of the system code system, and the design of the system code system. Then, the detailed design of the system is carried out from three aspects: business process, module composition and system structure. On this basis, the database design is carried out. It includes water resource database, key target database, emergency resource base, system business library, and the logical table structure design for the data layer needed to realize the specific business function. Finally, based on EV-Globe platform, C # is selected as the development language. The emergency command and management system of Zhenjiang local maritime bureau was developed by using B / S model. After the development of the system, it is applied in Zhenjiang Local Maritime Bureau. The application results show that the system can realize the digital management and 3D display of maritime thematic resources, the dynamic monitoring of vehicles and vessels, and the early warning of water traffic safety. Such functions as command, dispatch and analysis of emergency response can enable Zhenjiang Local Maritime Bureau to receive and handle alerts in time in the face of sudden accidents on water, to accurately locate the locations of sudden accidents on water, and to form dispatching plans. To carry out general dispatch and command, to improve the emergency response speed of water search and rescue, to enhance the overall ability to deal with water emergencies, to ensure the safety of people's lives and property to the maximum extent, and to promote the economic development of Zhenjiang.
