西南民族地区乡镇灾害文化建设的意义与可行性——以阿坝藏族羌族自治州汶川县为例

【摘要】：近年来我国接连发生的多起自然灾害暴露出国家乡镇灾害文化建设的薄弱性,文章以A镇为例,探讨了乡镇灾害文化建设的重要性及可行性。认为乡镇政府作为最基层政府,是国家意志的直接贯彻者;居民之间的信息知情度高,易建立信任;居民之间交往频繁,利益相关度高,能迅速被动员,投入救灾赈灾工作。因此,培育乡镇灾害文化,有助于团结、动员和凝聚乡镇区域内的各种力量,快速有效地救灾赈灾,维护人民的生命财产安全。
[Abstract]:In recent years, many natural disasters occurred in China have exposed the weakness of the construction of disaster culture in villages and towns in China. Taking Town A as an example, this paper discusses the importance and feasibility of the construction of disaster culture in towns and villages, and holds that the township government is the most basic level government. It is the direct executor of the national will; the information among the residents is highly informed and easy to build trust; the residents have frequent exchanges and high correlation of interests, and can be mobilized quickly and put into the disaster relief work. Therefore, to cultivate the township disaster culture, It is helpful to unite, mobilize and gather all kinds of forces in the township area, quickly and effectively relief disaster relief, and maintain the safety of people's life and property.
