引入安全因素的工程项目管理优化研究

【摘要】:随着我国各种大型工程项目开建,同时受国外先进工程项目管理理论、技术的影响,我国的工程项目施工企业不断开拓进取,项目管理理念不断提升、管理方法不断创新、管理水平日益提高。同时,国内的工程项目管理特别是工程项目的安全管理仍然存在着一些问题。其原因在于,工程项目管理的难点在于工期、质量、成本、安全这几个管理目标之间存在着较为复杂的对立统一关系,使得同时实现这些目标比较困难,通过建立一个多目标的优化模型可以为工程项目管理者提供综合衡量以上几个目标的依据。 本文把安全因素引入项目管理的优化模型当中,把工程项目的工期目标、质量目标、成本目标及安全目标做一个整体进行考虑,以保证工程项目最终价值的最大实现。本文主要研究内容包括:当前的工程项目管理理论中的集成管理理论和优化理论、安全管理理论的阐述,分析了当前项目管理中存在的不足以及加入安全因素的必要性及优势;寻找安全、工期、质量、成本的影响因素,分析工期、质量、成本、安全与项目整体目标的关系及安全与工期、质量、成本之间的关系;引入安全经济学的相关概念,对安全因素进行量化分析,以安全收益最大为模型的优化目标建立优化模型;当前的质量模型多为线性模型,不够贴近工程实际,本文引入价值工程来对项目的质量进行量化,以价值工程系数最大为优化目标;建立包括工期、质量、成本及安全的项目多目标动态优化模型,提出一套用熵值法确定STQC权重、用理想点法进行方案筛选的求解思路,最后指出了模型存在的不足和应用中应该注意的问题。
[Abstract]:With the construction of various large-scale engineering projects in our country and the influence of advanced engineering project management theory and technology from abroad, the construction enterprises of engineering projects in our country continue to forge ahead, the concept of project management is constantly promoted, and the management methods are constantly innovated. At the same time, there are still some problems in domestic engineering project management, especially in the safety management of engineering project. The reason is that the difficulty of project management lies in time limit, quality, cost, etc. There is a complex unity of opposites among the security management objectives, which makes it difficult to achieve these objectives simultaneously. By establishing a multi-objective optimization model, the project managers can be provided with a comprehensive measure of the above objectives. In this paper, the safety factors are introduced into the optimization model of project management, and the project duration objectives, quality objectives, cost objectives and safety objectives are considered as a whole. In order to ensure the maximum realization of the final value of the project, the main contents of this paper include: the integrated management theory and optimization theory in the current engineering project management theory, the elaboration of the safety management theory, This paper analyzes the shortcomings of current project management and the necessity and advantages of adding safety factors, finds out the influencing factors of safety, duration, quality and cost, analyzes the time limit, quality, cost, etc. The relationship between safety and the overall objective of the project, the relationship between safety and duration, quality and cost, and the introduction of the concept of safety economics, the quantitative analysis of safety factors, and the establishment of an optimization model with the maximum safety benefit as the optimization objective; Most of the current quality models are linear models, which are not close to the engineering practice. In this paper, value engineering is introduced to quantify the quality of the project, with the maximum value engineering coefficient as the optimization objective. The cost and safety multi-objective dynamic optimization model for projects is proposed. An idea of determining STQC weight by entropy method and selecting scheme by ideal point method are put forward. Finally, the shortcomings of the model and the problems that should be paid attention to in application are pointed out.
