基于岗位安全链的高速铁路运输精细化闭环管控技术研究

【摘要】:高速铁路的快速发展,不仅满足了人们的出行需要,而且极大的促进了区域经济发展。随着高速铁路建设脚步的加快,中国高铁已经完成中国制造到中国创造的伟大转变,正引领中国形象走向世界舞台。运营里程的增加、新技术新设备的大量使用,使得高速铁路运营安全风险也随之增加。如何提高铁路系统安全,减少事故的发生,已经成为高速铁路安全领域研究的热门课题。本文针对高铁系统存在的安全问题,为全面提高高速铁路运输的科学化、精细化、标准化管理水平,进行了高速铁路精细化闭环管控技术研究,从安全风险管控的角度对高速铁路安全进行了探索。 本文结合“太原铁路局开展高速铁路关键岗位人才培训计划”项目实践,基于高速铁路岗位分析基础上,结合“链条原理”,提出岗位安全链的概念。给出了岗位安全链在高速铁路系统应用中的特点,重点论述岗位安全链模型的内容,包括岗位胜任力、链条管理实践和PDCA控制三个子模型,共计十一方面的内容,为下文安全风险管控技术研究提供了理论基础。 本文通过对太原局高速铁路安全问卷的汇总分析,结合文献资料,从“人-机-环-管”四个层次,对高速铁路系统安全因素进行分析。以此为基础构建了高速铁路系统安全要素集。运用熵权理论和模糊层次分析法对影响太原局高铁系统安全因素进行权重确定,结合专家打分,评定太原铁路局高速铁路系统安全水平总体为“一般”,得出了应该加强风险管控的结论。 最后结合岗位安全链模型,本文针对高速铁路系统构建了安全风险闭环管控模型,运用支持向量机原理构建了风险点分类模型,对太原铁路局车辆系统风险点进行分类,以便更好地进行风险评估;运用小波神经网络构建了高速铁路风险预警模型,给出了铁路站段的风险预警等级,为后续决策的进行提供了依据。这些技术的研究能够实现高速铁路运输安全的标准化管理、流程式运转和闭环式控制。
[Abstract]:The rapid development of high-speed railway not only meets the travel needs of people, but also greatly promotes the development of regional economy. With the acceleration of high-speed railway construction, high-speed rail in China has completed the great transformation made in China to create in China. It is leading the image of China to the world stage. With the increase of mileage in operation and the extensive use of new technology and equipment, the risk of operating safety of high-speed railway is also increasing. How to improve the safety of railway system and reduce the occurrence of accidents, It has become a hot topic in the field of high speed railway safety. In order to improve the scientific, fine and standardized management level of high speed railway transportation, this paper aims at the safety problems existing in high speed railway system. The fine closed-loop control technology of high-speed railway is studied, and the safety of high-speed railway is explored from the point of view of safety risk management. This paper combines the project of "Taiyuan Railway Bureau to develop the personnel training Program for key posts of High Speed Railway", and based on the post analysis of high-speed railway, Combined with "chain principle", the concept of post safety chain is put forward. The characteristics of post safety chain in the application of high speed railway system are given, and the content of post safety chain model, including post competence, is discussed emphatically. Chain management practice and PDCA control three sub-models, a total of 11 aspects of the content, for the following research on safety risk management technology provides a theoretical basis. Based on the summary and analysis of Taiyuan Railway Safety questionnaire and the literature, this paper analyzes the four levels of "man-machine-environment-management". Based on the analysis of the safety factors of high-speed railway system, the set of safety factors of high-speed railway system is constructed. The weight of the factors affecting the safety of high-speed railway system in Taiyuan Bureau is determined by using entropy weight theory and fuzzy analytic hierarchy process. The safety level of high speed railway system of Taiyuan Railway Bureau is generally assessed as "general", and the conclusion that risk control should be strengthened is concluded. Finally, combined with the post safety chain model, this paper constructs the safety risk closed-loop control model for high-speed railway system, constructs the risk point classification model by using the support vector machine principle, and classifies the risk points of Taiyuan Railway Administration vehicle system. In order to better carry out risk assessment, wavelet neural network is used to construct the risk early warning model of high-speed railway, and the risk warning grade of railway station and section is given. The research of these technologies can realize the standardization management, flow operation and closed-loop control of high-speed railway transportation safety.
