危险化学品生产企业安全等级定量评估方法研究

【摘要】：随着经济发展,我国危险化学品生产企业规模、数量和就业人数不断增加,危险化学品企业发生的事故往往是大规模、瞬间性和灾难性的,同时还伴有爆炸、火灾、群体大面积中毒等现象。如何提高危险化学品生产企业安全生产等级,降低其风险成为危化行业从业者关心和要解决的重要问题。本论文所研究之危险化学品生产企业安全等级定量评估方法体现了国际安全评价系统在安全生产管理方面的经验,能够科学、全面地反映企业的安全工作现状和水平,发现企业安全工作中的薄弱环节,为企业提升安全管理做进一步的指导,同时也为政府部门的监管提供参考依据。论文通过借鉴国际先进的评估方法的思路,以安全生产标准化为基础,结合国内危险化学品生产企业实际情况,提取了影响危险化学品生产企业安全的因素,同时采取定量、定性方式,建立了专项的评估模型;同时,通过专家评议进行指标权重调整,最终形成包括评价指标体系、评价标准、专项(综合)评价模型等内容的一套完整的危险化学品生产企业安全等级的评估方法;最后,通过将评估方法对北京燕化危险化学品生产的二级厂和北京集联公司的应用评估,了解了该两家危险化学品生产企业的风险管理现状,发现企业在安全生产工作中的薄弱环节,并对企业存在的问题提出了整改建议,有效提升企业安全管理水平,同时为政府的监管提供参考。
[Abstract]:With the development of economy, the scale, quantity and employment of dangerous chemical production enterprises in China are increasing. Accidents occurring in dangerous chemical enterprises are often large-scale, instantaneous and disastrous, and accompanied by explosions and fires. How to improve the level of safety in production of hazardous chemicals production enterprises, Reducing its risk has become an important problem that practitioners of dangerous chemical industry are concerned about and need to solve. The quantitative assessment method of safety grade of hazardous chemical production enterprises studied in this paper reflects the experience of international safety assessment system in safety management. It can scientifically and comprehensively reflect the present situation and level of enterprise safety work, discover the weak links in enterprise safety work, and provide further guidance for enterprises to enhance safety management. At the same time, it also provides a reference basis for the supervision of government departments. This paper uses the ideas of international advanced evaluation methods for reference, based on the standardization of production safety, combined with the actual situation of domestic hazardous chemicals production enterprises. The factors affecting the safety of hazardous chemicals production enterprises were extracted, and a special evaluation model was established by adopting quantitative and qualitative methods. At the same time, the index weight was adjusted through expert evaluation, and finally the evaluation index system was formed. Evaluation criteria, special (comprehensive) evaluation model and other content of a complete set of hazardous chemicals production enterprises safety evaluation methods; finally, By evaluating the application of the evaluation method to the secondary plant of Beijing Yanhua hazardous chemicals production and the Beijing Jielian Company, the present situation of risk management of the two dangerous chemical production enterprises is understood, and the weak links in the safety production work of the enterprises are found. Some suggestions are put forward to improve the safety management level of enterprises and provide reference for government supervision.
