重庆市高危行业安全管理人员胜任力研究

【摘要】：在目前复杂多变的新形势下,高危行业现有的安全管理模式和人才选拔任用机制已经无法满足高危行业企业“由粗转细,稳步发展”的要求。因此,必须结合重庆市高危行业安全管理人员现状,引入现代管理理念,从企业安全管理人员的视角出发,提升高危行业安全管理人员安全管理水平,遏制安全事故发生概率。建设高危行业安全管理人员队伍,保障重庆市安全生产形势持续向好发展,成为当前一个亟待研究和解决的现实问题。本文应用现代安全管理理论和相关教学方法,对重庆市高危行业安全管理人员胜任力体系进行了研究,主要研究成果如下:(1)本文首先对包括危险化学品、非煤矿山、烟花爆竹在内的76家高危行业企业的安全管理人员现状进行了统计调研,对目前重庆市高危行业安全管理人员的现状进行了分析梳理,提出了现阶段企业安全生产人才发展存在的问题。(2)在现代企业安全管理和胜任力理论的基础上,充分结合本次调研内容,提出了重庆市高危行业安全管理胜任力的概念(从事高危行业安全管理工作应当具备特定的个人素质、专业知识、工作态度和管理制度等综合特征)。(3)结合调研现状,使用事件访谈法、调查问卷以及其他行业安全管理人员胜任力指标体系等相关文献资料,使用SPSS软件进行深入分析后初步得到了重庆市高危行业安全管理人员胜任力体系。(4)使用层次分析法、粗糙集等理论对所得模型进一步优化研究,提出了提升重庆市高危行业安全管理人员胜任力的对策措施和具体操作方法。研究所得成果对高危行业安全管理人员的选拔、考核、任用、激励均具有现实指导意义。对保障重庆市高危行业安全生产工作持续向好发展具有一定参考价值和现实意义。
[Abstract]:In the current new situation under complex, high-risk industries existing safety management mode and personnel selection and appointment mechanism has been unable to meet the high-risk industries and enterprises "from coarse to fine, steady development" requirements. Therefore, must be combined with the safety management of Chongqing city high risk status of the industry, the introduction of modern management concept, starting from the safety management personnel of enterprises from the perspective of enhancing the safety management level of high-risk industry safety management, curb safety accidents. The construction of team safety management personnel in high-risk industries, security situation of production safety in Chongqing city continues to develop, has become a realistic problem urgently to be studied and solved in this paper. The application of modern safety management theory and related teaching methods are studied safety management personnel in high-risk industry of Chongqing City competency system, the main research results are as follows: (1) firstly, including non hazardous chemicals. Coal mine, the statistical investigation safety management status of 76 high-risk industries and enterprises of fireworks, the present situation of safety management of high-risk industry of Chongqing city the paper analysis, put forward the present problems in the development of enterprise safety production personnel. (2) based on the modern enterprise safety management and competency theory on combining the investigation content, put forward Chongqing City high-risk industry safety management competency concept (engaged in the safety management of high-risk industries should have certain personal qualities, professional knowledge, work attitude and management system integrated features). (3) combined with the investigation of the current situation, the use of event interview method, index system the documents for the questionnaire and other industry safety management personnel, in-depth analysis using SPSS software after we get the safety management of high-risk industry of Chongqing City Staff competency system. (4) the use of AHP, rough set theory for the further optimization of the model, and puts forward some countermeasures and concrete operation methods to improve safety management personnel in Chongqing high-risk industry competency. Selection, research results of high-risk industry safety management personnel assessment, appointment, incentive has practical significance. On the protection of high-risk industries production safety work in Chongqing city continued development has a certain reference value and practical significance.
