突发事件情况下高速公路EMIS的研究

【摘要】:近年来,随着我国高速公路的快速发展,,高速公路突发事件的频率也在不断升高。它所产生的破坏性、危害性已经给我国经济的发展、人民的生命安全、社会的稳定带来严重的影响。因此,对高速公路突发事件的快速响应和正确处置显得十分重要。 本论文以高速公路突发事件作为研究对象,借鉴了交通工程学、交通安全学、管理学、运筹学、计算机科学、灾害学等学科的相关内容,以交通工程学为基础,建立起一套适合于我国高速公路的应急管理信息系统(EMIS),为高速公路运营管理部门提供分析、管理、决策的科学手段,力求以最短的时间将突发事件的危害后果控制在最小范围内。 本论文分为三部分,第一部分介绍了突发事件下高速公应急管理的研究背景、国内外研究现状,给出了论文的研究方法、内容和意义。第二部分首先介绍了高速公路突发事件和应急管理的相关理论;接着提出13种突发事件评价指标,并给出计算事件危害程度的科学方法;然后介绍应急救援的相关理论,并把突发事件明确细分为9种类型,对每一种类型都建立起一个相应的应急救援流程方案。第三部分以基于C/S架构的MVC设计模式为基础,运用MySQL+Java+JavaScript设计出一个高速公路应急管理信息系统软件,并结合具体的案例(以广深高速公路为例),验证方法的可行性。
[Abstract]:In recent years, with the rapid development of the expressway in our country, the frequency of the sudden events of the expressway is also increasing. Its destructive and harmful effects have already given the development of our economy and the safety of the people's lives. The stability of the society has a serious impact, so it is very important to respond and deal with the emergency of expressway quickly. Based on traffic engineering, traffic engineering, traffic safety, management, operational research, computer science, disaster science and so on, this paper takes expressway emergencies as the research object, and draws lessons from traffic engineering, traffic safety science, management science, operational research, computer science, disaster science and so on. To set up a set of emergency management information system suitable for expressway in China, provide the scientific means of analysis, management and decision-making for highway operation and management department. Strive to minimize the consequences of unexpected events in the shortest possible time. This paper is divided into three parts. The first part introduces the research background of high-speed public emergency management under the emergency, the domestic and foreign research status, and gives the research method of the paper. The second part introduces the related theories of expressway emergency and emergency management, then puts forward 13 kinds of emergency evaluation indexes, and gives the scientific method to calculate the degree of emergency damage. Then the relevant theories of emergency rescue are introduced, and the emergency events are subdivided into 9 types, and a corresponding emergency rescue flow scheme is established for each type. The third part is based on the MVC design pattern based on C / S architecture. A software of expressway emergency management information system is designed with MySQL Java JavaScript, and the feasibility of the method is verified by taking Guangzhou-Shenzhen Expressway as an example.
