沾化县危险化学品安全监管模式研究与改进

【摘要】:安全生产关系到人民群众的生命财产安全,也关系到社会稳定发展,是体现科学发展观、构建和谐社会的必要条件。沾化县位于山东省黄河三角洲腹地、蓝色海洋经济带和京津冀经济圈,,基于经济发展需求和当地政策、土地和资源优势,近年来工业发展迅速,尤其是危险化学品行业。据调查危险化学品行业占当地工业比重较大,因而重大危险源分布集中等问题逐渐凸显,这不仅给企业的安全管理带来前所未有的挑战,也给当地危险化学品安全监管带来严峻的考验。 论文分析了沾化县危险化学品行业特点和现有危险化学品安全监管模式现状。由于危化企业数量越来越多,规模越来越大,分布越来越集中而且重大危险源项目越来越多,这无疑都加大监管的难度。同时,现有的危险化学品监管模式还存在法律法规不健全、基层监管力量薄弱、各监管部门常态合作协调机制不完善、企业主体责任落实不到位、应急救援体系不完善等问题,当前的安全监管模式已不适应当地经济又好又快发展,不能为经济发展起到保障作用,因而改进危险化学品安全监管模式势在必行。 在分析现有危险化学品安全监管模式基础上,提出了健全规章制度、建立重大危险源监管和监管部门常态合作协调机制持续改进的监管模式,使监管模式处于不断完善、不断改进的良性循环中。同时针对重大危险源项目多的特点,尤其为保障企业主体责任落实,提出了涉氯企业包保监督、安全隐患排查治理闭合滚动模式。最后,提出不断完善教育培训和应急救援体系,为危险化学品安全监管做好安全保障。本文的研究成果不仅可对沾化县危险化学品安全监管起到促进作用,而且对于其他相同或相似城市的危险化学品安全监管具有一定借鉴参考价值。
[Abstract]:Safety production is related to the safety of people's life and property, and also to the stable development of society. It is a necessary condition to embody the scientific concept of development and build a harmonious society. Zhanhua County is located in the hinterland of the Yellow River Delta in Shandong Province. The blue marine economic belt and the Beijing-Tianjin-Hebei economic circle, based on economic development needs and local policies, land and resource advantages, have witnessed rapid industrial development in recent years. In particular, the hazardous chemicals industry. According to the investigation, the hazardous chemicals industry accounts for a large proportion of the local industry, so the distribution and concentration of major hazardous sources are gradually highlighted, which not only brings unprecedented challenges to the safety management of enterprises, It also poses a severe test for local hazardous chemicals safety regulation. The paper analyzes the characteristics of hazardous chemicals industry and the present situation of dangerous chemical safety supervision mode in Zhanhua County. Because of the increasing number and scale of hazardous chemical enterprises, the distribution of hazardous chemicals is becoming more and more concentrated and the number of major hazardous source projects is increasing. This undoubtedly increases the difficulty of supervision. At the same time, the existing regulatory models of hazardous chemicals still have imperfect laws and regulations, weak grass-roots regulatory forces, imperfect coordination mechanisms of normal cooperation among various regulatory authorities, and inadequate implementation of the main responsibilities of enterprises. The emergency rescue system is not perfect, the current safety supervision mode has not adapted to the local economy, and can not play a role in ensuring the economic development, so it is imperative to improve the safety supervision mode of hazardous chemicals. Based on the analysis of the existing hazardous chemicals safety supervision model, the paper puts forward the regulatory model of perfecting the rules and regulations, establishing the supervision and coordination mechanism of the major hazard sources and the normal cooperation and coordination mechanism of the regulatory authorities, so that the regulatory model is constantly improved. In the benign cycle of continuous improvement. At the same time, in view of the characteristics of many major risk source projects, especially in order to ensure the implementation of the main responsibility of the enterprise, the paper puts forward the closed rolling mode of insurance supervision, safety hidden trouble investigation and management of chlorine related enterprises. Finally, It is proposed that the system of education, training and emergency rescue should be improved to ensure the safety of hazardous chemicals. The research results of this paper can not only promote the safety supervision of hazardous chemicals in Zhanhua County, but also promote the safety supervision of hazardous chemicals in Zhanhua County. And it has some reference value for the safety supervision of dangerous chemicals in other similar cities.
