威海港VTS区域船舶通航安全研究

【摘要】：威海港VTS区域(以下简称威海VTS区域)是以大泓灯桩为圆心、半径8海里的水域。随着航运经济的发展,威海VTS区域的船舶日益增多,且船舶吨位大型化的趋势明显,同时,威海VTS区域附近的沿海规划航路即将实施,届时威海VTS区域通航环境将发生较大变化。因此,有必要对威海VTS区域的通航安全进行研究分析,以保障附近海域船舶的航行安全。本文介绍了威海VTS中心渊源、系统功能、威海VTS区域交通流量状况、VTS管理情况,对威海VTS区域通航环境进行分析,研究该区域存在通航安全隐患,并结合笔者工作经验,总结海事部门对威海VTS区域通航船舶的风险控制措施,包括加强船舶动态管理,优化通航环境管理,实施网格化管理及完善VTS信息化支持机制等,并对威海VTS区域通航安全情况进行了评估。研究表明,威海VTS区域整体通航安全情况良好,但是依然存在一定通航安全风险,社会效益和经济效益等矛盾依然影响该水域的船舶通航安全。建议地方政府、相关主管部门积极消除影响通航安全的各种因素,有效保障船舶通航安全,促进威海海域海上安全形势的稳定。论文的研究成果有助于提高该水域的通航安全和VTS管理效能,保持威海VTS区域良好的通航环境和通航秩序,防止因船舶交通流增加而导致该水域通航环境恶化或诱发水上交通事故,进一步保障威海港及其附近水域船舶航行安全。
[Abstract]:The VTS area of Weihai Port (hereinafter referred to as the VTS area of Weihai) is a water area with a radius of 8 nautical miles with the center of Dahong lamp pile. With the development of shipping economy, the number of ships in Weihai VTS area is increasing day by day, and the trend of ship tonnage is obvious, at the same time, The coastal planning route near Weihai VTS area will soon be implemented, and the navigation environment of Weihai VTS area will change greatly. Therefore, it is necessary to study and analyze the navigation safety of Weihai VTS area in order to ensure the navigation safety of ships in the nearby sea area. This paper introduces the origin and system function of Weihai VTS center, the traffic flow situation of Weihai VTS area and its management, analyzes the navigation environment of Weihai VTS area, studies the hidden dangers of navigation safety in this area, and combines the author's working experience. This paper summarizes the risk control measures of maritime department to navigation ships in Weihai VTS area, including strengthening ship dynamic management, optimizing navigation environment management, implementing grid management and perfecting VTS information support mechanism, etc. The safety of navigation in Weihai VTS area is evaluated. The study shows that the overall navigation safety of Weihai VTS area is good, but there are still some navigable safety risks. The conflicts between social benefits and economic benefits still affect the navigable safety of ships in the waters. It is suggested that local governments and relevant competent departments should actively eliminate various factors affecting navigation safety and effectively guarantee the navigation safety of ships. To promote the stability of the maritime security situation in the Weihai Sea area. The research results of this paper are helpful to improve navigation safety and VTS management efficiency, and to maintain a good navigation environment and navigation order in Weihai VTS area. To prevent the deterioration of navigable environment or water traffic accidents caused by the increase of vessel traffic flow, and to further ensure the safety of navigation in Weihai Port and its adjacent waters.
