祁连山水泥集团甘谷公司安全管理优化研究

【摘要】：甘谷祁连山水泥有限公司作为甘肃祁连山水泥集团股份有限公司的全资子公司,由于安全管理方面的原因,建厂以来发生的安全事故较多,对企业的正常生产经营和发展产生了不良影响,对员工及其家属的心理上造成了阴影,也在当地政府和社会上对甘谷公司产生了一定的负面效应。本文采用安全管理理论,即事故频发倾向理论,海因里希因果连锁理论,能量意外释放理论,通过对甘谷公司建厂以来发生的11起安全事故案例诸起进行事故原因分析,认真查找目前甘谷公司在安全管理方面存在的三个方面的主要问题,即公司安全事故频发、员工安全意识不强和安全投入严重不足,并从六个方面进行深层次原因分析,认为发生这些问题的主要原因,一是使安全培训流于形式,二是对安全管理重视不够,三是未独立设置管理机构,四是人员职责未充分发挥；五是安全文化的氛围不浓,六是安全管理理论掌握不够,进一步对甘谷公司的安全组织机构和人员配备、安全管理制度和安全管理流程、安全培训、危险源管理和应急救援管理、安全投入、安全文化体系建设等六个方面的管理方案进行优化,组织各级管理人员,集思广益,制定并完善了一系列安全规章制度和安全管理方案,优化安全管理流程,并结合国家安全一级标准化达标工作,全面夯实公司安全管理基础。对优化后的安全管理方案随即进行全员培训启动运行,并经过了三个月的试运行后,于2014年8月1日正式运行,从运行情况看,该方案符合甘谷公司的实际,是公司安全管理的总章程,完全满足国家安全一级标准化达标工作的制度修订完善和现场安全设施整改的基本要求,已经取得了阶段性的成绩,得到了国家安全标准化专家的充分肯定。
[Abstract]:As a wholly-owned subsidiary of Gansu Qilian Mountain cement Group Co., Ltd., Gangu Qilian Mountain cement Co., Ltd. is a wholly owned subsidiary of Gansu Qilian Mountain cement Group Co., Ltd. Because of the reasons of safety management, there have been more safety accidents since the establishment of the plant.It has a negative effect on the normal production and development of enterprises, on the psychological shadow of employees and their families, and on the local government and society.This paper adopts the theory of safety management, that is, frequent accident tendency theory, Heinrich causality chain theory, energy accidental release theory, and analyzes the causes of 11 safety accidents that have occurred since the establishment of Gangu Company.Seriously find out the three main problems existing in the safety management of Gangu Company at present, that is, frequent accidents, low safety awareness of employees and serious shortage of safety investment, and analyze the deep causes from six aspects.The main reasons for these problems are, first, to make safety training become mere formality, second, to pay less attention to safety management; third, not to set up independent management institutions; fourth, to give full play to the responsibilities of personnel; and fifth, to have a weak atmosphere of safety culture.Sixthly, the theory of safety management is not mastered enough, and further safety organization and staffing, safety management system and safety management process, safety training, risk source management and emergency rescue management, and safety input are further carried out in Gangu Company.Six aspects of management programs, such as the construction of a safety culture system, have been optimized, managers at all levels have been organized, brainstorming, a series of safety rules and regulations and safety management schemes have been formulated and perfected, and safety management processes have been optimized.And combined with the national security level standardization work, comprehensive tamping the company's safety management foundation.After three months of trial operation, the optimized safety management scheme was formally run on August 1, 2014. From the operation situation, the scheme was in line with the actual situation of Gangu Company.It is the general regulation of the safety management of the company, which fully meets the basic requirements of the system revision and improvement of the national safety level standardization and standard work and the rectification and reform of the on-site safety facilities, and has already made progress in a phased manner.By the national security standardization experts fully affirmed.
