【摘要】：加油加气站由于不可抗拒的自然力、其经营油料存在的潜在危险因素以及生产设备设施的不完善问题都可能给加油加气站工作人员、用户和周围环境造成一定风险和危害。为了预防和减少加油站事故的发生,我们必须在新建加油加气站前期进行安全评价,对加油加气站存在的危险危害因素进行辨识,从而达到并保证加油加气站正常安全状态运行,保证国家和人民的财产安全,保证加油加气站以最佳的安全生产状态得到最优的安全投资效益。本文应用安全评价表法对阜新市新建加油加气站进行了安全评价。本文从加油加气站周围环境、设备设施、工作人员、管理制度、油品等方面综合考虑,首先分析加油加气站存在的危险危害因素,其次采用易燃、易爆、有毒、重大危险源评价确定事故易发性、事故发生的伤害程度,最后采用安全评价表评价方法对新建加油加气站整体的安全状况进行综合评价,并提出了合理性建议。
[Abstract]:Due to the irresistible natural force, the potential risk factors in the operation of oil and the imperfect production equipment and facilities may cause certain risks and hazards to the staff, users and the surrounding environment of the refueling station.In order to prevent and reduce gas station accidents, we must carry out safety evaluation in the early stage of new refueling station, and identify the dangerous and harmful factors existing in refueling station.In order to achieve and ensure the normal safe operation of the refueling station, to ensure the property safety of the state and people, and to ensure the optimal safety investment benefit of the refueling station in the best production safety state.The safety evaluation method is used to evaluate the safety of the newly built refueling and filling station in Fuxin city.In this paper, comprehensive consideration is given to the surrounding environment, equipment, facilities, staff, management system, oil products and so on of the refueling station. Firstly, the dangerous and harmful factors existing in the refueling station are analyzed, and then flammable, explosive and toxic are adopted.The assessment of major hazard sources determines the vulnerability of accidents and the degree of injury caused by accidents. Finally, a comprehensive evaluation of the overall safety situation of newly built refueling and filling stations is carried out by using the method of safety assessment form, and some reasonable suggestions are put forward.
