宁波港甬发3000吨级原油码头溢油风险评估及对策分析

【摘要】:船舶溢油事故是非常严重的海洋污染之一,对港口船舶溢油事故风险进行科学有效地预测和评估,发掘其事故发生的复杂规律,以便采取相应的预防和应急措施,使船舶溢油事故所造成的危害降到最低程度,这已经成为当今世界的一个研究重点和热点。 宁波港凭借其得天独厚的自然条件和不可替代的集散能力,成为我国沿海的主要枢纽港之一。长期以来为宁波市及浙江省东南沿海地区经济服务,承担着华东地区,甬江中下游铁矿石和原油等大宗散货的中转任务,是我国历史悠久的通商口岸。宁波港是我国大陆著名的一个集内河港、河口港和海港于一体的多功能、综合性的现代化深水良港。拟建的宁波甬石旺泰船舶燃料有限公司3000吨油码头位于甬江内,属于内河港。 文中将宁波港甬发码头船舶溢油事故风险作为研究对象,首先对该码头的自然环境、水文、气象、锚地环境状况进行了简单介绍;然后对宁波港海域船舶溢油事故的危险源进行识别,并结合港口实际情况进行源项分析和风险评估。以层次分析法(AHP)对该港口船舶溢油事故风险建立了模型,并以油船“中兴油8”轮所发生溢油事故为例,用实例分析说明了该模型的应用模式。该模型为分析船舶溢油事故原因的专项研究提供了方法,并且此模型具备逻辑性强,计算简便,其结果可信度也较高的特点。 本文对于提高宁波港甬发码头溢油污染应对能力,完善整个甬发码头海域污染的应急措施起到了举足轻重的作用,并且对于相同类型的其他码头也有着借鉴作用。
[Abstract]:Ship oil spill accident is one of the most serious marine pollution. The risk of port ship oil spill accident is predicted and evaluated scientifically and effectively, and the complex law of the accident is discovered in order to take corresponding preventive and emergency measures.It has become a research focus and hotspot in the world to minimize the damage caused by oil spill accidents.Ningbo Port, with its unique natural conditions and irreplaceable distribution capacity, has become one of the main hub ports along the coast of China.For a long time, it has served the economy of Ningbo City and the southeast coastal area of Zhejiang Province, and is undertaking the task of transferring bulk bulk goods such as iron ore and crude oil in the middle and lower reaches of the Yongjiang River and east China. It is a long history commercial port in China.Ningbo Port is a multi-functional, comprehensive and modern deep-water port in China, which is a well-known inland port, estuarine port and seaport.Ningbo Ningbo Shiwangtai Shiwangtai ship fuel Co., Ltd. 3000 ton oil terminal is located in Yongjiang River.In this paper, the risk of ship oil spill accident in Ningbo Port Yongfa Wharf is taken as the research object. Firstly, the natural environment, hydrology, meteorology and Anchorage environment of Ningbo Port are briefly introduced.Then the source of the ship oil spill accident in Ningbo Port is identified, and the source term analysis and risk assessment are carried out according to the actual situation of the port.The risk of oil spill accident of the port ship is modeled by Analytic hierarchy process (AHP), and the application mode of the model is illustrated by an example of the oil spill accident occurred by the oil tanker "ZTE Oil 8".The model provides a method for the special research on the causes of oil spill accidents of ships, and this model has the characteristics of strong logic, simple calculation and high reliability of the results.This paper plays an important role in improving the oil spill response capacity of Ningbo port Yongfa wharf and improving the emergency measures of the whole Yongfa wharf sea area pollution, and also has a reference role for other wharves of the same type.
