山西省实现安全发展的具体途径及对策建议

【摘要】：“安全发展”是指国民经济和区域经济、各个行业和领域、各类生产经营单位的发展，以及社会的进步和发展，，必须把安全作为基础前提和保障，自觉遵循党和国家安全生产方针政策和法律法规，把发展建立在安全保障能力不断增强，安全生产状况持续改善，劳动者生命安全和身体健康得到切实保证的基础上，促进安全生产与经济社会的同步协调发展。而安全生产事关经济社会发展和人民群众的生命财产安全,是国民经济稳定运行的重要保障和社会文明进步的重要标志,是落实科学发展观的必然要求,是实现可持续发展和构建和谐社会的重要组成部分,是安全发展的核心内容和基本任务。 “十二五”时期，将是山西省社会经济发展的关键时期，也是遏制重特大事故，减少人员伤亡，实现安全生产形势进一步好转的重要时期。山西要实现科学发展，最关键的是要做到转型发展、安全发展、和谐发展。实现安全发展，就是要以坚强决心和过硬举措，全面加强安全生产工作，尽快扭转安全生产被动局面，建立安全生产长效机制，走出一条符合科学发展、切合山西实际的安全生产、安全发展的路子。安全发展既是科学发展的重要内容，又是科学发展的重要保证。对山西这样的能源资源型省份来说，做不到安全发展就谈不上科学发展，也谈不上以人为本，谈不上维护人民群众的根本利益甚至基本生存权利，更谈不上社会的和谐。山西只有实现安全发展，才能为转型发展奠定坚实基础，为和谐发展创造良好环境。
