基于三类危险源的煤矿险兆事件管理研究

【摘要】:近年来,我国煤炭行业百万吨死亡率持续下降,但安全生产形势依然严峻。事故机理不清、欠缺险兆事件辨识和预控是未能有效控制煤矿事故的根本原因。任何事故发生前都有征兆,基于三类危险源理论,开展煤矿险兆事件基础理论及管理研究是提高煤矿生产安全保障可靠性重要而实用的手段。本文首先对煤矿险兆事件相关基础理论进行了分析:对其概念进行了界定,辨析煤矿险兆事件与危险源及事故隐患及煤矿事故等的区别及联系;基于事件作用对象,对煤 矿险兆事件进行分类,基于煤矿险兆事件发生概率、可能导致事故的严重度以及事件类型,,将煤矿险兆事件分为三级:煤矿一级险兆事件、煤矿二级险兆事件和煤矿三级险兆事件;结合Reason的“瑞士奶酪”模型和三类危险源事故致因理论,构建基于三类危险源的煤矿险兆事件致因模型。其次,构建了煤矿险兆事件致因因素因果关系模型和解释结构模型,结合预防事故“三双手理论”,提出了煤矿险兆事件预控对策。再次,设计了煤矿险兆事件管理流程,并对管理中存在的隐瞒上报这一难题进行分析,设计了煤矿险兆事件自愿上报意愿影响因素调查问卷,并运用SPSS17.0对回收的问卷进行了分析。筛选出有硬性要求、领导不重视、影响考评、没有损失等八个影响因素,在此基础上,提出了改进对策。最后,为提高煤矿险兆事件管理的效率及效果,本文还基于JAVA编程语言和DB2数据库,开发了煤矿险兆事件管理信息系统,系统包括用户管理、制度文件管理、煤矿险兆事件闭环管理以及综合查询等四个模块。通过对煤矿险兆事件相关基础理论的研究和煤矿险兆事件管理信息系统的开发等,将安全管理理论与信息技术相结合,能够显著提高煤矿险兆事件的管理效果及效率。同时,为煤矿安全管理开辟了新的视角,对促进煤矿安全生产水平持续提升,实现煤矿风险预控,有着重要的现实意义。
[Abstract]:In recent years, the mortality rate of millions of tons in China's coal industry has continued to decline, but the situation of production safety is still grim. The failure to control coal mine accidents effectively is caused by unclear accident mechanism and lack of identification and pre-control of dangerous and dangerous events. There are signs before any accident. Based on the theory of three kinds of dangerous sources, it is an important and practical means to improve the reliability of coal mine production safety guarantee by developing the basic theory and management research of coal mine dangerous event. This paper first analyzes the basic theory of coal mine risk precursor event: defines its concept, differentiates and analyzes the difference and relation between coal mine risk precursor event and dangerous source, accident hidden danger and coal mine accident, and based on the action object of coal mine, analyzes the difference and relation between coal mine risk precursor event and danger source, accident hidden danger and coal mine accident etc. Based on the occurrence probability of coal mine danger precursor event, the severity and type of the accident may be caused, and the coal mine danger precursor event can be classified into three levels: coal mine first risk event, coal mine risk precursor event, Combined with Reason's "Swiss Cheese" model and three kinds of dangerous source accident cause theory, the coal mine risk precursor event cause model based on three kinds of dangerous sources is constructed. Secondly, the causality model and the explanation structure model of the cause factors of coal mine danger are constructed, and combined with the theory of "three hands" to prevent accidents, the pre-control countermeasures are put forward. Thirdly, the paper designs the management process of coal mine risk precursor event, and analyzes the difficult problem of hiding and reporting in the management, and designs the questionnaire of influencing factors of voluntary reporting willingness of coal mine risk precursor event. SPSS17.0 is used to analyze the collected questionnaire. On the basis of the selection of eight influencing factors, such as rigid requirement, leaders' neglect, influence evaluation and no loss, the improvement countermeasures are put forward. Finally, in order to improve the efficiency and effect of coal mine risk precursor event management, based on JAVA programming language and DB2 database, a coal mine risk precursor event management information system is developed. The system includes user management and system file management. Coal mine risk risk closed-loop management and comprehensive inquiry four modules. Through the research on the basic theory of coal mine risk precursor event and the development of coal mine risk precursor event management information system, the safety management theory and information technology can be combined to improve the management effect and efficiency of coal mine danger precursor event. At the same time, it opens up a new angle of view for coal mine safety management, which has important practical significance to promote the level of coal mine safety production continuously and realize the coal mine risk pre-control.
