【摘要】:随着国内矿山大规模开采,所面临的灾害也越来越严重,国内矿山事故的发生率越来越高,对国内救护队救援的压力越来越大。最近几年国家对矿山应急救援越来越重视,矿山安全生产形势也逐渐好转,但是在应急救援体制和信息化方面仍不容乐观。本文提出了一种基于.Net平台的矿山应急救援系统,实现了矿山救护队从接警到事故经验总结一套体系化的预案生成模式。 本课题源自于陕西彬长矿业有限公司救援中心应急救援管理体系建设项目,应急救援行动方案自动生成系统是该项目的一项研发任务。根据在现场两个多月的调研以及与彬长救援中心大队长、总工、技术员长期的协商与交流,设计研发出一种以.Net为平台,B/S架构设计,利用关系数据库的存储知识,采用数字化预案技术,实现了矿山救援预案的自动生成系统。系统主要采用动态网页生成技术信息采集发布系统,实现数据的动态、实时发布检索等功能,做到信息及时、准确、真实的披露,并大幅度加快了系统运行速度,增强系统稳定性。依据具体的需求和目标,在系统基础数据库设计中采用了SQL service2005,利用面向对象语言C#来设计应急救援行动方案。利用Web service技术实现在网页呈现上的互操作性。在救援方案自动生成实现上利用信息的检索和抽取,使用目前最先进的数字化预案生成技术及时准确呈现出预案的生成。利用该方法可以对历史文本预案进行数字化处理,并在应急处置时自动生成相应的处置方案以供应急指挥人员参考。 彬长救援中心采用本系统进行了三次战训演习,,结果表明,与没有使用本系统相比应急指挥人员决策的时间缩短了50%,设备选择时间缩短了60%,显著提高了煤矿救援应急处置的效率,有效降低事故损失。
[Abstract]:With the large-scale mining of domestic mines, the disasters are becoming more and more serious. The incidence of mine accidents in China is higher and higher, and the pressure on the rescue teams of domestic rescue teams is increasing. In recent years, more and more attention has been paid to mine emergency rescue, and the situation of mine safety has been gradually improved, but the emergency rescue system and informatization are still not optimistic. In this paper, a mine emergency rescue system based on .net platform is proposed, which can realize a systematic model of mine emergency plan generation from warning to accident experience. This subject is derived from the emergency management system construction project of the Rescue Center of Shaanxi Binchang Mining Co., Ltd. The automatic generation system of emergency rescue action plan is a research and development task of the project. On the basis of more than two months of investigation on the spot and long-term consultation and communication with the chief officer, chief worker, and technician of the Bingchang Rescue Center, we designed and developed a kind of B / S architecture based on .Net, using the storage knowledge of the relational database. The automatic generation system of mine rescue plan is realized by using digital preplan technology. The system mainly adopts the dynamic web page generation technology information collection and release system, realizes the data dynamic, the real-time release and retrieval function, achieves the information timely, accurate, true disclosure, and greatly speeds up the system running speed. Enhance system stability. According to the specific requirements and objectives, SQL service 2005 is adopted in the design of the basic database of the system, and the emergency rescue action plan is designed by using the object-oriented language C #. Using Web service technology to realize the interoperability on the web page rendering. The retrieval and extraction of information are used to realize the automatic generation of the rescue scheme, and the generation of the plan is presented in time and accurately by using the most advanced digital plan generation technology. The method can be used to digitize the historical text plan and generate the corresponding disposal plan automatically for the reference of emergency command personnel. Bingchang Rescue Center conducted three training exercises using this system. The results show that, Compared with no use of the system, the decision-making time of emergency command personnel is shortened by 50 percent, the time of equipment selection is shortened by 60 percent, the efficiency of coal mine rescue emergency disposal is improved significantly, and the accident loss is effectively reduced.
