中石油渤海湾支持基地职业危害风险评估

【摘要】:职业危害问题现在已经成为社会和政府普遍关注的重点。我国职业危害的突出表现为病人总量大、发病率高、经济损失大、危害面广,职业危害已成为威胁劳动力资源科学持续发展,制约经济发展的主要因素之一,所以探寻一种能够全面、动态、客观、科学的职业危害评估方法成为保障劳动者及企业权益的迫切需要。 中石油渤海湾支持基地是为中石油集团公司所属海域海上探区提供海洋钻井、井下作业、试油试采、船舶运输等工程技术服务的。科学的对其进行职业危害评价是保证其支撑海上石油钻井、作业平台和船舶等装备得以连续、稳定、安全进行的重要条件。首先,参考国内外相关职业危害的法律、法规及有关标准以及对中石油渤海湾支持基地的职业卫生现场调查和专家咨询,逐级识别风险评价指标,初步建立职业危害风险因素指标体系的7个风险因素评价指标;通过咨询相关专家的意见,采用层次分析法确定各级指标的权重,并引入随机一致性比率CR检验各因素比较的一致度;最后运用模糊综合风险评估法实现对中石油渤海湾支持基地的全局风险评估,评估结果显示中石油渤海湾支持基地的职业危害风险等级为第7级,即可能引发职业危害风险的几率很小。针对中石油渤海湾支持基地的风险评估结果提出了具体的安全对策及建议,为合理控制职业危害提供了依据,为科学全面的评价作业场所职业危害提供了参考。同时,,对提高职业健康监护水平,促进企业和谐发展具有重要的意义。
[Abstract]:The problem of occupational hazards has become the focus of the society and the government. The prominent manifestation of occupational hazards in our country is that the total number of patients is large, the incidence of disease is high, the economic loss is large and the harm is extensive. Occupational hazards have become one of the main factors that threaten the sustainable development of labor resources and restrict the economic development. Therefore, it is urgent to explore a comprehensive, dynamic, objective and scientific method for occupational hazard assessment to protect the rights and interests of workers and enterprises. PetroChina Bohai Bay support Base provides engineering and technical services for offshore drilling, downhole operation, oil testing and production testing, shipping and so on in the offshore exploration area of CNPC. Scientific evaluation of its occupational hazards is an important condition to ensure its continuous, stable and safe carrying out of supporting offshore oil drilling, operating platform and ships. First of all, referring to the laws, regulations and related standards of occupational hazards at home and abroad as well as the occupational health field investigation and expert consultation of PetroChina Bohai Bay support Base, the risk assessment indicators are identified step by step. The evaluation indexes of 7 risk factors of occupational hazard risk factors index system are established preliminarily, and the weight of the indexes at all levels is determined through consulting the opinions of relevant experts and adopting the analytic hierarchy process (AHP). At last, the fuzzy comprehensive risk assessment method is used to realize the global risk assessment of PetroChina Bohai Bay support Base. The evaluation results show that the occupational hazard risk level of PetroChina Bohai Bay support Base is level 7, that is, the probability of occupational hazard risk is very small. According to the risk assessment results of PetroChina Bohai Bay support Base, the concrete safety countermeasures and suggestions are put forward, which provide the basis for reasonable control of occupational hazards, and provide a reference for the scientific and comprehensive evaluation of occupational hazards in the workplace. At the same time, it is of great significance to improve the level of occupational health monitoring and promote the harmonious development of enterprises.
